Job description

Core Accountabilities / Responsibilities:

  1. Reviews project specification and clarifies with Commercial Team.
  2. Develops Project Execution Plan (PEP) which includes project schedule and budgetary control.
  3. Ensures project is on schedule, meets the specification, and is within budget.
  4. Leads internal and external communication meetings to ensure alignment.
  5. Leads the Internal Kick-off Meeting to resolve all open issues and provides clarity to the Project Execution Plan (PEP).
  6. Liaises with D&E team on engineering and design issues.
  7. Raises Technical Query Request (TQR) for design and engineering clarification prior to site execution.
  8. Raises Clarification Request (CR) during site execution and liaises with Commercial Team to ensure that additional works are billed accordingly.
  9. Plans the manpower requirement with Operation Manager.
  10. Leads and manages the Project Team, including overseeing all day-to-day project activities.
  11. Accesses and substantiates Sub-cons and vendors’ claims for progress payment.
  12. Enforces materials and consumables control for projects.
  13. Updates Progress report and submits to COO, GM, OPS Manager, and Clients.
  14. Liaises with QA for site inspection activities (Responsible for the quality of the Project and Product and ensures Quality control is enforced before and after installation to onboard the vessel).
  15. Responsible for conducting the project completion inspection with the client.
  16. Performs Ship Inspection of projects as required.
  17. Communicates with Vendors on the products or services requirements.
  18. Attends project meetings with Clients and resolves project issues.
  19. Ensures final documentation handover including Customer Satisfaction Form and Completion inspection form.
  20. Ensures compliance with Quality, Health, Safety, Security, and Environment rules and regulations.
  21. Ensures that the project charter adequately identifies the importance of developing and maintaining a safe working environment for the project team.
  22. Ensures that a Risk Assessment (RA) is conducted, and risk control measures are implemented before any new work is carried out in the Manager’s area.
  23. Approves the RA conducted for the Manager’s area and ensures that the risk level is not rated 'High Risk' when approving work to be carried out.
  24. Ensures that the risk control measures are implemented without delay.
  25. Ensures that, where applicable, all operations have established Safe Work Procedures (SWPs).
  26. Ensures that all persons exposed to the risks are informed of: 1. the nature of risk involved; and 2. any measures or SWP implemented.
  27. Ensures that the effectiveness of the risk control measures is monitored.
  28. Revises the RA if the risk control measures are inadequate and ineffective after implementation, by obtaining more information and/or modifying controls.
  29. Maintains RA documentation of control measures and SWP that were implemented.
  30. The Manager shall assist the Employer to implement the requirements in Clauses 4.2.2.8 to 4.2.2.13.
  31. The Manager may authorize other persons to execute the duties mentioned above but remains accountable for them.
  32. The Manager should work together with a Human Resource Manager to specify WSH training necessary for job positions and functions.
