This role reports to Project Director/Project Manager.
To manage the internal/external project control resources required for timely delivery of a multiple-million dollars, multi-disciplines public sector construction project.
To support the project director/project manager with bi-weekly/monthly progress reporting, derive look-ahead micro programme, update schedules and exercise tracking, forecast to complete, identify cost/time variances and explore opportunities for improvement in Programme for the Completion of the Works.
To build goodwill rapport with client and superintendent officer team to develop positive outcome on project control management matters.
The PCM shall be fully conversant in the use of project scheduling software, including Primavera P6 and shall have demonstrable experience in working in a digital engineering and construction delivery environment.
Experienced in applying risk management, project expenditure and change control and reporting earned value (EV) measurement of the progress of design, procurement, construction, testing & commissioning.
Manage the project controls team including internal/external planners and QS’s.
Provide project time control management, including baseline schedule development and management, productivity/performance status and reporting, baseline change control, risk management, time management guidance and tools.
Advise and consult construction team on the application of effective planning control techniques (EVA - earn value analysis, change management, cost, and schedule variance, estimates at completion, critical path analysis).
Support in programme integration, governance, formats, plan optimisation, and project controls best practices.
Support the development of integrated master Programme for the Works in Primavera P6, use of Microsoft Project for various micro programmes that reflect all interface milestones and activity durations from multiple sub-contractors’ schedules and incorporate changes to the integrated master schedule updates.
Monitor and control programme in compliance with respect to the project's contractual obligations.
In discharging these responsibilities, PCM’s duties include:
Ensuring the Project Control team produces bi-weekly/monthly reports in line with the project’s and company reporting calendar, providing details on progress, actuals, forecast, delays, explanation of variances and proposal to recovery plan.
Ensure that project controls processes are consistently applied across the project.
Manage consistently to ensure robust cost and schedule performance for the agreed Scope of Works and Variation Orders, if any.
Support the development of project requirements for cost-loaded programme against BoQ.
Work closely with the Project Manager, Commercial Manager and Project QS to maximise the potential of the project.
Requirements:
Minimum 5 years’ experience in a similar role, preferably in Singapore public sector projects [Form of Contract PSSCOC 2014].
Effective communication (written/verbal) within team and with project stakeholders.
An experienced user of the relevant programming tools, techniques, including but not limited to: 1. Implementation of project expenditure management based on WBS and BIM reporting requirements, 2. Linking the Programme for the Works with BIM model (4D), 3. Written narrative and assumptions for basis of programme, 4. Critical Path Analysis, 5. Resource histograms, progress S-curves.
Proven track records in managing (or) thorough comprehension and application to the followings: 1. Revision or modification of Programme for the Works, EOT for Completion of the Works, 2. Variations to the Works and valuation of variations, 3. Procedure for claims, notice of claims and keeping contemporary records, 4. Progress payments and cash flow projection, 5. Fluctuations in material price adjustment, 6. Management of Warranty for the Works and Products.
Experienced in Microsoft Office applications and familiar with 3D workspace applications.
Degree or Diploma in Project Management / Construction Management or equivalent.
Significant track record of successful construction projects.
Preferably a PMP (PMI), or Member of APM (Association of Project Management), or Prince2 certification, or equivalent.
Willing to work at site office with construction team.
