Procurement Specialist (APAC - Public Policy)

Morgan McKinley is seeking a Procurement Specialist for a 12-month contract role with a leading multinational social media company. This full-time remote role, based in Singapore, involves budget management and overseeing the entire purchasing process. We seek someone with strong interpersonal skills and a proven ability to manage budgets and analyze extensive data.

RESPONSIBILITIES

1. Support Public Policy and Programs teams in APAC with procurement, including contract guidance, sourcing, and third-party assessments.
2. Create and manage purchase orders in the client's in-house Purchasing tool, and track them to completion.
3. Oversee the manual onboarding of new suppliers/vendors.
4. Serve as the main point of contact for vendor queries and liaise with procure-to-pay (P2P) teams for invoice/payment issues.
5. Act as the primary contact and escalation point for APAC queries with central internal teams.
6. Ensure compliance with purchasing and finance best practices.
7. Collaborate with managers to complete Statement of Work documents as required by the contract team.
8. Partner with Accounts Payable to resolve defective invoices.
9. Work with Finance on projected spends, ensuring accuracy in monthly accruals and quarterly budget reallocations.
10. Analyze reports and provide monthly budget updates to directors, ensuring teams stay on track with spending.
11. Assist teams with quarterly budget forecasts.
12. Provide miscellaneous administrative support, customized reporting, and handle ad hoc projects.

MINIMUM QUALIFICATIONS

1. Bachelor's Degree or equivalent
2. At least 2 years of experience in purchasing and budget management.
3. Strong ability to communicate effectively at all levels.
4. Advanced user of Excel and Outlook.
5. Project management experience, especially handling multiple projects in various stages of completion.
6. High level of professionalism and integrity, with the ability to handle confidential information.
7. Highly motivated team player who can work well under pressure.
8. Ability to thrive in a fast-paced environment with minimal supervision.
9. Experience working cross-functionally and consulting with internal business clients.
10. Proven ability to drive change and improve end-to-end processes.
