Position Overview:

The position is under the Products Division of Smart Nation Group, and reports to the Assistant Director. The Products Division looks at Whole-of-Government (WOG) product development processes, and how we can use digital products to solve key problems. The candidate should be passionate about creating impact with technology.

The job has 2 main aspects – driving product excellence across WOG, and direct interventions in key problem spaces to clear barriers or harness opportunities. Stakeholder management is also a key aspect of the job, supporting both the product excellence and direct intervention areas.

Key Responsibilities:

1. Help to plan and execute policies, strategies, and roadmaps to drive product excellence across WOG. This may involve coordination among different government agencies, driving changes across GovTech and/or WOG.
2. Intervene in key problem spaces, either as a product manager, software engineer or designer. Clear roadblocks and barriers and capture new opportunities.
3. Build subject matter expertise and stay up to date on technological developments in digital products.

Key skills candidate can develop in this role:

1. Product policy, especially in the Government context, e.g. consolidation vs proliferation of services;
2. Product management, guiding and pushing the growth of digital products, alignment to management vision;
3. Stakeholder engagement, working across multiple agencies, management of conflicts;
4. Understanding of Government ICT landscape.

Requirements:

Policy experience

1. Demonstrated success in policy formulation and implementation.
2. Excellent analytical and problem-solving skills.
3. Strong writing ability, able to clearly articulate a policy position or strategy, and defend one's views.

Technical skills

1. Product management, software engineering or designer experience.

1. Excellent interpersonal skills, including relationship building and collaboration within a diverse, cross-functional (technical development, business and operational) team.
2. Resourceful, strong work ethic and the ability to work independently to get things done in a fast-paced environment.
3. Willingness to try new approaches, fail and improve, and try again.

5. An interest in improving service delivery processes for citizens/businesses.

Others

1. Willingness to deal with ambiguity. Start-up mindset, willing to find ways to generate value for stakeholders.
2. Knowledge of cybersecurity is a plus.
