The School of Continuing and Lifelong Education (SCALE) was established to drive the expansion of NUS' lifelong learning offerings in a concerted and strategic way that furthers our mission to be a leading global university, as well as fulfill our role as a public university of Singapore, shaping the future.

Through SCALE, working adults (i.e., professionals, managers, and executives) who aspire to stay relevant and ahead of competition, companies looking to up-skill/re-skill their workforce, and even youths exploring quality tertiary education options, have access to NUS' suite of innovative, world-class continuing and lifelong education offerings.

Drawing on unparalleled access to the multi-disciplinary expertise of 16 other NUS Faculties/Schools, SCALE offers youth, executive, and professional development/education programmes, part-time degree programmes, as well as modular courses that may be taken singly or stacked towards certificates/diplomas/degrees that meet the lifelong learning needs of individuals. All programmes are designed and developed in consultation with the industry to ensure relevance and currency.

About the Role

To augment our manpower resources in the School, we are looking for a suitably qualified candidate to join us. Reporting to the Senior Manager, the incumbent will play a critical role in the development and management of the SkillsFuture Career Transition Programmes (SCTPs). This position requires a strategic thinker who can foster industry partnerships, manage programme operations, and provide career services to trainees. The ideal candidate will be adept at analysing job market trends, enhancing communication strategies, and driving successful outcomes for both trainees and industry stakeholders.

This role is offered on a fixed-term, non-renewable contract to end on 30 Sep 2027, subject to a 6-month probation period. Remuneration is based on a 12-month salary structure, with an annual variable bonus which is subject to the incumbent's performance and the University/School's prevailing remuneration policies. The incumbent will be emplaced at an appropriate appointment grade based on his/her individual merits.

Key Duties and Responsibilities:

  1. Oversee the end-to-end delivery of SkillsFuture Career Transition Programmes (SCTP), ensuring all operations adhere to the quality standards, regulations, and compliance requirements set by the University.
  2. Be involved in planning and maintaining detailed programme schedules to ensure efficient scheduling and resource management.
  3. Manage contracts with trainers and vendors, handle budgets to control costs and meet financial targets.
  4. Identify opportunities for improving programme delivery processes by implementing best practices.
  5. Identify and analyse key sectors based on economic and job market trends.
  6. Focus on facilitating job conversions and securing quality job opportunities for trainees.
  7. Stay informed on industry and employment trends to inform the design of new SCTPs.
  8. Develop and maintain an updated list of in-demand skills and job roles to align programme offerings with market needs.
  9. Develop and deepen relationships with leading companies across various sectors to enhance partnership opportunities.
  10. Coordinate placement-related services, ensuring that trainees receive the necessary support.
  11. Generate and submit reports to SkillsFuture Singapore (SSG) as required.
  12. Manage administrative tasks, including marketing efforts to promote SCTPs.
  13. Compile and distribute a list of job-related events and job fairs organized by the Workforce Singapore (WSG) to SCTP trainees regularly.
  14. Provide basic career advisory services to help trainees navigate their career paths effectively.
  15. Actively participate in any ad hoc events and initiatives that may arise to support the programme and trainees.

Requirements:

Academic & Professional Certification:

  • A bachelor's degree in a relevant field (Business, Human Resources, Education) from a reputable university.
  • IT savvy and proficient in MS Office applications.

Experience & Attributes:

  • 3 to 5 years of experience in programme management, industry relations, or career services preferred.
  • Strong analytical skills and ability to interpret job market data.
  • Good verbal & written communication and interpersonal skills with a positive work attitude.
  • Excellent coordination and organization skills, with a customer-centric mindset.
  • Strong team player who is meticulous, resourceful, resilient, and thrives in a fast-paced, results-oriented and ambiguous work environment.
