Job description

We are looking for a candidate with proven experience in community development, social impact, or programme management, with a focus on vulnerable populations; and a passion for supporting persons with different abilities and their caregivers through enterprise development and entrepreneurial opportunities. The incumbent is also expected to have experience in activating enterprises as a lever for social change, particularly within underserved communities.

We are looking for a candidate with strong analytical and critical thinking skills with experience in strategic planning; and the development of initiatives and partnerships. The incumbent is also expected to cultivate and engage various stakeholders to form networks and collaborations.

The incumbent will identify global and local trends that affects communities, through a data- or an evidence-based approach.

The incumbent should have experience navigating and influencing a cross-functional, matrixed organisations and the ability to communicate and present information to internal, external or senior stakeholders.

Responsibilities

Reporting to Head, Community Networks and Partnership (CNP), the Manager or Associate Director, CNP, has the following responsibilities:

1. Planning & Strategy

  • Conduct needs assessments to understand the unique challenges and opportunities for persons with different abilities and their caregivers.
  • Perform a gap analysis to identify service gaps and emerging trends affecting vulnerable communities, with a focus on enterprise development opportunities.
  • Generate strategic insights for leveraging enterprise activation as a tool for social and economic empowerment.
  • Explore and assess funding and financial models that ensure the sustainability of initiatives focused on enterprise development.

2. Programme Development

  • Work closely with stakeholders to curate and develop initiatives that use enterprise activation as a lever for creating sustainable opportunities.
  • Design programmes that empower vulnerable communities by fostering entrepreneurial ventures, job creation, and partnerships with businesses.
  • Lead collaborations to ensure community initiatives support the economic and social empowerment of persons with different abilities and their caregivers.

3. Implementation & Monitoring

  • Identify potential initiatives and partners focused on enterprise development that align with the goal of empowering vulnerable communities.
  • Manage the proposal development process, including needs analysis, design, budgeting, and outcomes setting.
  • Present board papers to seek approval for proposed initiatives and collaborations.
  • Monitor and evaluate the progress of initiatives, ensuring they align with the goal of enterprise activation and proactively address challenges to stay on track.

4. Others

  • Contributing as a team member to CNP, Temasek Foundation or the Temasek Family through involvement in projects across workstreams.
  • Assist Head (CNP) on any other tasks/projects and when assigned.

Requirements

  • Degree qualification with a minimum of 3 years of relevant experience.
  • Strong analytical and critical thinking skills with the ability to utilise data, identify priorities, and develop sustainable strategies to pursue them.
  • Demonstrate resourcefulness to work and thrive in a fast-paced, dynamic environment, quick to process direction changes, and embrace ambiguity.
  • Clear and concise communicator with the ability to synthesise multiple sources of information, identify key take-aways and derive actionable insights.
  • Possess strong writing and presentation skills.
  • Balance attention to detail with timely execution; ability to manage multiple priorities and work independently, or as a team.
  • A collaborator who can work, network and partner well within diverse teams and communicate effectively with internal and external stakeholders.
  • A passion for social and community causes is a plus.
