About PREPARE Programme Office

The Programme for Research in Epidemic Preparedness And Response (PREPARE) is a national epidemic preparedness R&D programme under the oversight of the Ministry of Health (MOH). PREPARE's objective is to support and strengthen essential research capabilities, translational platforms, and expertise that could be harnessed to detect, prevent and contain future infectious disease threats. Five co-operative research programmes (‘Co-ops') are established under PREPARE:

  1. Analytics, Disease & Behaviour Modelling;
  2. Environmental Transmission & Mitigation;
  3. Diagnostics;
  4. Vaccines & Therapeutics;
  5. Regional Networks.

PREPARE is also building and supporting long-term capabilities (‘Cores'), namely (i) Databases, and (ii) Biorepository.

The PREPARE Programme Office (PO), hosted under NCID, serves as a national coordination platform for PREPARE, that provides effective administration and coordination to facilitate the implementation of the national epidemic preparedness R&D strategy, across several key healthcare, research, and public health institutions in Singapore and the region.

Job Summary

The Manager / Assistant Manager (Grant Administration) will be providing leadership in grant administration, project management and coordination for PREPARE-funded projects. The Manager / Assistant Manager (Grant Administration) will work closely with the Finance & Procurement team, to ensure alignment of grant administration processes with the prevailing administrative and financial governance and policies. The Manager / Assistant Manager (Grant Administration) will also work closely with the Strategy, Partnerships & Coordination team, and the Scientific Affairs team, under PREPARE PO, to ensure alignment of grant administration efforts with the broader PREPARE strategy.

MAIN DUTIES AND RESPONSIBILITIES

SPECIFIC

The Manager / Assistant Manager (Grant Administration) will:

  • Lead the planning, implementation, and daily operations of all Grant Administration work under PREPARE, including over phases of transition to the Communicable Diseases Agency (CDA) Research and PREPARE's next tranche of funding;
  • Lead the PREPARE Grant Administration team in the following:
    • Management of overall grant and funding efforts undertaken by PREPARE as a grantor / funder, in compliance with PREPARE's financial and grant administration governance, through pre-, peri- and post-award stages of grant administration.
    • Continuous review, as appropriate, of standards, workflows and processes related to the grant administration governance of PREPARE;
    • Coordination of the relevant parties to accomplish the required activities under PREPARE. These include funding agencies, top leadership, executive committee members, research collaborators, regulators, public health operation teams, policy makers, and biomedical industry partners, from local as well as overseas institutions and agencies;
    • Providing secretariat support to meetings and events as required, including coordinating between multiple parties, preparing and clearing meeting agenda and presentation materials, taking/vetting minutes, and others;
  • Guide and facilitate staff development and progression for PREPARE PO staff.

To perform other duties as directed by supervisor(s) including work areas not mentioned here but that are within the scope of PREPARE.

JOB REQUIREMENTS

EDUCATION, TRAINING AND EXPERIENCE

  • Minimum Bachelors' Degree in public health, epidemiology, microbiology, biomedical, life/chemical sciences, biostatistics or a related discipline
  • At least 3 years of demonstrated experience in research administration, including finance and/or grant administration / management
  • 3 to 5 years of relevant experience in a research, healthcare or public health-related environment
  • At least 3 years of demonstrated experience managing teams and programmes independently
  • Excellent written and oral communication skills
  • Flexibility and ability to work in a fast-paced and fluid working environment, with an ability to engage effectively with all levels of seniority
  • Meticulous, detail-oriented and responsible
  • Independent, organized and self-driven
  • Excellent interpersonal skills, pleasant personality with positive working and learning attitude
