Job description

Job Description:

  1. Verify and approve proposed Junior Officer/Petty Officer and newly hired/promoted rating from manning offices.
  2. Handle communication from Vessel, Manning Office, Port Agent, Vessel Manager and others after office hours.
  3. Assess training needs of Junior Officers and Ratings to ensure completion of the training requirements in a given time frame to enhance competency of seafarers.
  4. Lead and oversee various activities for the welfare and morale programs for sea personnel and their families including union related matters.
  5. Assist the Deputy General Manager and/or General Manager in planning new projects, preparing proposals and budgets, preparation of ship’s guidelines, instructions and policies, and conceptualization for enhancement of office systems and procedures.
  6. Perform Person in Charge tasks:

a. Coordinate with Vessels and Manning agents on crew relief plan. Prepare and update 90 days planner.

b. Verify qualifications and documents of sea personnel candidate based on company/owner’s recruitment standard.

c. Ensures all crew joining and sailing the ships are complying with the training and certification under STCW Convention, 1978, as amended and with the Flag State statutory requirements.

d. Liaise with Manning agents on Flag State documentation requirements.

e. Monitor the validity of documents and licenses of officers and crew by using STCW monitoring sheet sent from vessel.

f. Coordinate with Vessels, Manning agents and Crew handling agents on crew change activities.

g. Inform and obtain approval of candidate from owner if required.

h. Update and maintained crew list and sea staff records.

i. Update crew matrix for tanker vessel.

j. Coordinates officer’s briefings, either through the video/audio-link system or personal briefing in Singapore and owner’s and charterer’s office.

k. Verify various invoice from port agent and SGA(Statement of General Expense).

l. Arrange Cash to Master.

Job Requirements:

  1. Good command of written Japanese is essential for preparing reports in Japanese and communicating with head office and related parties.
  2. Hold a minimum Degree certificate in Maritime Science (Deck/Engine Officers).
  3. Hold a qualification of First Grade Maritime Officer (Master).
  4. Has Marine officer’s experience. (more than 1 year as Chief Officer/1st Engineer, Ocean Going vessel).
  5. Hold valid seafarer’s licenses.
  6. Knowledge of Seafarer’s license/Certification system for Japanese Flag vessels.
  7. Knowledge and the ability to discuss seafarer’s union matters .
  8. Familiar with ISO 9001 and ISO 14001 in order to comply with safety management and environmental protection.
  9. Able to communicate & coordinate with Japanese owners and ship managers in Japanese.
  10. Able to create crewing budget and follow up crewing account matter.
