JRL Asset & Performance Management - Assistant Manager (License & Reporting)

Responsibility

• Lead team to ensure compliance to Authority’s regulations based on Service Contract and License to Operate
• Collaborate with SBST to develop overarching asset and performance management framework and plans
• Assist Executives to review and submit asset management, system reliability and availability reports to fulfil License obligations. Govern and facilitate the analysis and ensure accuracy.
• Assist in highlighting variances to Management.
• Develop and implement data governance and quality framework that aligns with License requirements
• Collaborate with relevant stakeholders such as IT and SBST Rail Asset Management and Performance teams to ensure data governance requirements are supported
• Ensure effective and efficient reporting through implementation of control process to meet reporting obligations stated in the License.
• Assist to facilitate and communicate requests and queries relating to regulatory and licensing reporting from both internal and external stakeholders.
• Assist to implement Rail Engineering & Performance related procedures and best practices within Singapore One Rail.
• Oversee the accuracy of As-Built Models (ABM) & Asset Information Model (AIM) which includes development of a Building Information Modelling Execution Plan (BEP) and ensuring subsequent process and procedure are adhered to
• Assist to monitor financial performance of business and tracking of Life Cycle Cost incurred in relation to operation and maintenance of assets in accordance with IEC LCC Standard
• Carry out plans according to Singapore One Rail business needs in the Asset Management Governance (which include Asset Condition and Configuration Management), ISO55001 Compliance, System Life Cycle Management (LCM) in accordance with the License to Operate
• Secretariat duties for internal and/ or external meetings
  

Requirements

• Possess a Bachelor Degree in Engineering/ Management/ Railway Technology/ Information Technology
• Preferably at least 3 years of experience in Railway industry
• Knowledge in Asset Management and/or Quality Management System, including various ISO standards.
• Strong understanding of data governance principles, data governance frameworks & standards (e.g. ISO 27001), data management best practices and management tools
• Relevant certifications in data management will be advantageous
