Primary Objectives of Position
Oversee the overall day-to-day Human Resource Business Partner (HRBP) functions for Rail Business.
Ensure effective delivery of HR services across the rail business. This includes providing guidance, support, and professional development opportunities to Rail HR professionals.
Provide strategic guidance and counsel to all stakeholders on HR-related matters.
Major Responsibilities
- Oversee the overall day-to-day operations for the business in HR matters for the various HR functions.
- Assist in the execution of HR strategies aligned with the rail business objectives and overall company goals.
- Drive initiatives to foster positive employee experience and promote the culture of inclusion, diversity, and innovation within the rail business.
- Act as a trusted advisor to stakeholders, providing guidance and support on employee relations matters, conflict resolution, and performance management.
- Maintain good employee relations through partnering stakeholders in recommending professional HR advice and participation in business meetings.
- Assume the role of a change agent in communication tasks within the context of change management, particularly when required in organizational situations such as restructuring or relevant workflow adjustments.
- Proactively identify and address HR-related challenges and opportunities to drive business success and employee engagement.
- Coach department supervisors on performance management best practices and provide support in addressing performance issues including administering and tracking performance improvement plans, disciplinary action, board of inquiry, etc.
- Responsible for monthly and ad-hoc manpower reports and statistics relating to overall HR activities for the review periods.
- Ensure the execution of monthly management new hire sessions and other engagement sessions or celebrations as delegated.
- Conduct structured exit interviews with departing employees to gather feedback on their reasons for leaving, their experiences with the organization, and areas for improvement.
- Compile and analyze exit interview data to identify trends, patterns, and areas of concern, and share insights with HR and management to inform retention strategies and organizational improvements.
- Track and process staff applicable matters pertaining to pandemic-related procedures.
- Participate in workgroup or committee as assigned by the supervisor.
- Provide timely internal communications and assist in process administration where assigned. Attend to staff matters at any MRT stations, depots, or other work premises where necessary.
- May be required from time to time to assist in other spectrums of HR functions such as talent acquisition activities, assume the role as HR department learning coordinator, etc.
Industrial Relations
- Serve as an interface between the Management and Union representatives.
- Foster positive employee relations by collaborating with business leaders and union, offering expert HR advice, and actively engaging in business meetings.
- Ensure compliance with collective bargaining agreements, employment laws, and regulations governing the rail industry.
- Collaborate with Industrial Relations Centre of Excellence (COE) on industrial relations activities, including but not limited to Union-Management sessions, union retreats, etc.
- Mitigate labour-related risks and conflicts through effective communication, negotiation, and resolution strategies.
- Collaborate with stakeholders to offer guidance on addressing staff grievances, disciplinary matters, staff productivity, and performance issues. Track and ensure closure on staff grievances, disciplinary cases, appeals, etc.
Talent Acquisition
- Collaborate with rail Talent Acquisition and Shared Services (Talent Acquisition & Attraction) in achieving headcount manning targets.
- Offer guidance to the HR team and internal stakeholders relating to Talent Acquisition initiatives.
- Review salary proposal recommendations and acting appointment recommendations.
- Partner with external parties i.e. Original Equipment Manufacturer, Land Transport Authority, social service agencies on secondment of staff and/or recruitment of candidates.
Benefits
- Collaborate with Compensation & Benefits (C&B) COE to enhance employee well-being, engagement, and satisfaction through comprehensive benefits and wellness programs.
- Work with C&B to ensure compliance with regulatory requirements and company policies related to employee compensation, benefits, work injury compensation, and work pass administration.
- Work with C&B to facilitate decentralized staff events including Long Service Awards, Retirement Ceremony, Promotion Ceremony, Festive celebrations, etc.
- Collaborate with C&B COE on festive meals and take lead for engagement events and projects as assigned.
- Collaborate with Shared Services (Benefits) on staff movement i.e. non-confirmation, termination, secondment, re-deployment, etc.
Payroll
- Stay abreast with regulatory changes and collaborate with Shared Services (Payroll) on compensation matters, ensuring compliance with regulatory requirements.
- Collaborate with Shared Services (Payroll) to address compensation and HR system matters timely i.e. Rail Time Attendance, SAP, HCMS and Incentive Payment Tracking systems, etc.
- Assist with position creation, update of cost centres and job titles for recruitment and redeployment.
- Work with payroll on manpower reports i.e. Land Transport Authority reports, Board Papers, etc.
Organizational Development
- Work in partnership with Organizational Development (OD) on staff emplacement including attending interviews and administering proposal recommendations for emplacement.
General Administration
- Process the renewal for Heavy Vehicle Parking and Vehicle Parking Certificate for company vehicles.
- Ensure adherence of general dispatch and mail train services for internal stakeholders.
- Administer Rail HR fixed assets.
- Administer invoices and accruals.
Budget Control
- Assist with yearly Finance budget and forecast where required.
Audits
- Work in partnership with Centre of Excellence and Shared Services for all internal and external HR/OD audits.
Ad-hoc projects when assigned
Job Requirement
- Degree in any discipline with a Graduate Diploma in Human Resource Management.
- More than 7 years of relevant experience in sizable organization.
- Strong knowledge in Employment Act.
- Proficient in Microsoft Office and Power BI.
- Good interpersonal and writing skills.
- Strong analytical, organization and planning skills.
- Institute for Human Resource Professionals (IHRP) certification preferred.
- Excellent interpersonal and communications skills.
- Independent and ability to guide and mentor.
- Comfortable to work in fast-paced environment.
