Overall Job Responsibility
As a Deputy Director / Assistant Director (HR Ops-Tech and Strategic Workforce Planning), you will lead and execute the digitalisation of HR processes (e.g. recruitment and selection, performance management, payroll management), drive workforce planning strategy and implement workforce capability building.
You will work closely with the HR team and Business Units to study and streamline existing HR processes, before proposing feasible solutions to digitalise these processes. You will also help to manage the implementation of the HR system, working closely with the appointed vendor to deliver within the expected scope, budget and timeline.
For Strategy Workforce Planning, you will help to analyse workforce data and also work closely with the Business Units and the HR Business Partners to update the strategic workforce plan.
Duties and Responsibilities
HR Ops-Tech
- Work with the HR team and Business Units to understand HR processes and requirements, identifying pain points and areas to streamline processes for efficiency.
- Conceptualise the design of the HR system / digital solution(s) for key HR processes from recruitment and selection, to appraisal, ranking and promotion, contract and payroll management.
- Conduct a feasibility study on the proposed scope and design, laying out the required timeline, budget and impact on existing processes and systems.
- Put up tender requirements and launch tender to invite suitable vendors to bid for project.
- Project manage the tender, working closely with the appointed vendor to ensure quality and timely delivery of key deliverables.
- Provide regular updates to the senior management on the progress of the project.
- Plan and execute change management strategies to ensure the smooth adoption of the new HR system / digital solution(s).
- Propose suitable success indicators to track, using a data-driven approach.
Strategic Workforce Planning
- Assist the Director, Human Capital and Organisational Development in putting together a strategic workforce plan for the next 3 to 5 years.
- Conduct workforce analytics and forecasting to identify trends, skill gaps and future workforce needs.
- Work with the Business Units and HR Business Partners to design optimal workforce structure to ensure workforce continues to meet current and future organisational needs.
- Monitor the implementation of workforce capability building plans, including assessing gaps to be further addressed and recommending interventions to plug the gaps.
- Assist with other workforce transformation initiatives, such as re-designing jobs, and planning for staff transitions.
- Develop and present workforce insights and recommendations to the senior management.
Others
- Work with the HR team to review HR policy design, potentially driving 1-2 key policy reviews in HR management.
Qualifications, Knowledge and Experience
- Degree and above in any discipline, preferably with certification(s) in Project Management / ICT / HR Digitalisation.
- At least 5 years of experience in leading HR digitalisation and strategic HR projects.
- Strong understanding of HR processes, practices, tools and technologies (e.g. HRIS, payroll system, recruitment tools).
- Strong analytical thinking and problem-solving skills.
- Strong stakeholder engagement skills and communication skills.
- Proactive, resourceful and resilient.
