About Us

Boys’ Town is a non-profit organization dedicated to transforming lives and empowering youth and families in need. As we continue to grow, we are seeking a proactive and experienced HR Manager to drive digital transformation and lead our HR team in delivering high-quality support across the organization. This is a hands-on role for someone ready to engage actively in day-to-day HR operations while guiding strategic change.

Key Responsibilities

  • Partner with department heads to understand and meet HR needs, providing strategic advice and initiatives to support performance goals. Oversee recruitment, onboarding, training, employee engagement, and performance management, ensuring these processes are efficient, compliant, and aligned with Boys’ Town’s mission and values.
  • Lead and mentor the HR team, providing guidance, performance feedback, and support for their professional growth.
  • Drive HR processes and initiatives, including Recruitment, Performance Management & Career Development, Compensation and Benefits, Learning and Development, and Talent Management.
  • Support and assist the Assistant Director of Corporate Services to align HR strategies with Boys’ Town’s organizational objectives and support corporate goals. Lead change management initiatives, with a strong focus on driving digital transformation projects to improve HR efficiency.
  • Review, update, and implement HR policies and initiatives to ensure compliance with employment laws, organizational policies, and sector-specific regulations. Lead projects that enhance employee communication and engagement.
  • Manage audit and funding reporting activities to ensure regulatory compliance and alignment with funding requirements.
  • Overseas management reporting through compiling and organising HR statistics for management decisions. Leverage HR analytics to evaluate HR program effectiveness and prepare regular HR reports for the Assistant Director of Corporate Services.
  • Any other duties assigned by the Assistant Director of Corporate Services.
  • To participate actively in all fundraising activities as well as any other commitments that Boys’ Town undertakes.
  • To work in close collaboration with other staff, department and components of Boys’ Town.

Pre-requisites:

  • Minimum Degree in Human Resource or equivalent. Professional HR certifications are a plus.
  • At least 5 - 8 years of relevant experience in HR business partnership, with at least 2-3 years in a managerial or supervisory capacity. Experience in a social service setting would be preferred.
  • Strong background in managing a team in a hands-on role, with the ability to engage directly in daily tasks.
  • Proven experience in digital transformation and change management within an HR context.
  • Able to apply HR generalist knowhow to a varied business environment. Those who have held compensation & benefits portfolio will be an added advantage.
  • Good knowledge of Employment Act, legislation, local HR practices and familiar with MOM policies.
  • Has successfully implemented strategic HR plans and solutions, dealt with organization strategies and complex business/HR issues.
  • Familiarity with audit processes, funding reporting, and compliance requirements.
  • Strong in numeric and analytical skills.
  • Excellent interpersonal, communication and facilitation skills with the ability to collaborate across all levels.
  • Hardworking, meticulous and responsible

  • Ability to prioritize tasks and to delegate them when appropriate
  • Ability to act with integrity, professionalism, and confidentiality
  • Proficient in MS Office.
