The HR executive is to handle payroll processing, HR system management, and compliance, while also managing key HR processes such as performance appraisals, annual increments, bonuses, and salary benchmarking. This role will be the first point of contact for payroll and HRIS queries, assist with internal and external audits, and ensure that HR processes are aligned with company policies and legal regulations.
Key Responsibilities:
Process end-to-end monthly payroll computation for all staff within stipulated timeframes, ensuring accuracy and compliance with relevant regulations.
Process timesheet collection and attendance tracking for all employee and outsourced personnel.
Maintain up-to-date payroll records and ensure compliance with statutory and company policies.
Prepare and process statutory submission, such as CPF submissions, IR8A, IR21, government paid leave claims, NS claims, employment wages, SEC, EEC, and other statutory claims.
Manage employee records and leave administration within the HR system, ensuring data accuracy.
Address payroll-related queries and resolve discrepancies efficiently.
Streamline payroll processes and participate in payroll internal and external audits.
Liaise with Finance for payroll disbursement and statutory payments.
Submit timely in Surveys (e.g. MOM, OED, PWM, etc) as required.
Stay informed about changes in payroll regulations to ensure ongoing compliance.
Print and distribute payslip to employee timely.
Prepare payroll reports and HR data analytics reporting as required by HR Team and business needs.
Serve as the first point of contact for HRIS-related inquiries.
Maintain and ensure employee records in the HRIS system, ensuring data accuracy and integrity.
Manage system configurations, troubleshoot technical issues, and collaborate with IT/vendors for improvements.
Work with project personnel on HRIS upgrades, data migration, and implementation of new modules.
Utilize HRMS efficiently to manage employee records, payroll, and reporting.
Create and maintain comprehensive documentation of HRIS processes, user guides, and training materials to support ongoing learning and system usage and support the periodic updates of HRIS.
Train employees on HRIS functionalities and self-service portals.
Manage leave management, including annual leave, medical leave, and other forms of leave.
Approve leave application through HRIS that routes to HR for approval.
Coordinate and manage the performance appraisal process for employees, ensuring timely completion and alignment with company goals.
Analyse market trends and competitor compensation packages to recommend adjustments for internal salary structures.
Provide data-driven recommendations to HR management on salary adjustments, benefits, and performance incentives.
Support the administration and distribution of bonus programs, ensuring alignment with performance and company objectives.
Assist in designing and executing compensation structures that are competitive and aligned with market trends.
Track employee performance and bonus eligibility, ensuring timely execution and clear communication with employees.
Serve as the primary point of contact for internal and external audits, ensuring payroll and HRIS data is accurate, complete, and audit-ready.
Ensure payroll, performance management, and compensation comply with legal and regulatory standards.
Coordinate responses for HR to address recommendations made by the internal and external auditor.
Company transport matter including renewal, service, etc.
Serve as the primary contact for internal and external audits, ensuring timely and accurate provision of payroll and HRIS data.
Administer HRIS database.
Maintain and organize payroll and HR records for audit readiness.
Support HR projects related to automation, system enhancements, and process improvements.
Attend to employee questions/concerns and address them.
Prepare HR data analysis and prepare reports for management as needed.
Assist in HR events.
Undertake any other ad-hoc HR and admin duties as assigned by Superior/Management to support operational needs.
Job Requirements:
Diploma in Human Resource Management or equivalent.
Minimum of 3 years of HR payroll experience in related field (in Singapore).
Strong knowledge of payroll regulations, statutory deductions, and tax requirements.
Possess good communication and stakeholder management skills.
Meticulous and able to interact with internal/external stakeholders.
Well knowledge of employment act and industry best practices.
Responsible team player with a positive attitude, detail-oriented, problem-solving skills, and ability to handle confidential information with discretion with strong multitasking skills.
Proficiency in MS Excel and data analysis, including creating compensation reports, salary benchmarks, and payroll reports.
