Job Title: HR Executive

Our client is a Japanese company specialising in the engines and turbines industry. They are seeking an independent and proactive HR Executive to oversee human resources and general administrative functions.

Reporting to: Managing Director in this company & Deputy HR Director APAC (Group Company)

【 Responsibilities 】

  1. Recruitment Management: Oversee the recruitment process, including sourcing candidates, scheduling interviews, and issuing employment contracts and work pass applications.
  2. Onboarding and Orientation: Conduct new employee orientations and manage the onboarding process to ensure a smooth transition for new hires.
  3. HR Policy Development and Implementation: Assist in developing, implementing, and maintaining HR policies and procedures in accordance with labor laws and company policies.
  4. Employee Benefits Administration: Support the administration of employee benefits, such as health insurance, office and travel benefits, work injury compensation (WICA), public liability, and group hospitalization plans.
  5. Claims and Leave Management: Review initial staff claims before approval, and update leave records and other relevant documentation.
  6. Tax and Compliance: Calculate and submit IR21 (withholding tax) to IRAS for Japanese staff reassigned back to Japan. Train staff on sourcing and claiming rebates from the government. Ensure compliance with labor laws, maintain accurate HR records, and manage documents related to employment contracts, policies, and procedures.
  7. Payroll Administration: Manage payroll administration, including monthly payroll processing, CPF contributions, and annual income tax submissions.
  8. Salary and Bonus Management: Administer salary increments and bonuses based on performance evaluations and company policies. Ensure that salary adjustments and bonus allocations are fair, consistent, and aligned with performance outcomes. Communicate salary and bonus decisions to employees, providing clarity and addressing any concerns. Maintain accurate records of salary increments and bonus payments.
  9. Administration Function: Handle inquiries, sourcing, and procurement for various items and services, such as pantry supplies, copier machines, CCTV systems, office chairs, lifts, and water tanks. Liaise with relevant parties, including agents and government departments, as required.
  10. Regulatory Compliance: Check and ensure compliance with government department regulations and guidelines, and align company operations accordingly.
  11. Office Management: Manage office requests, including handling electricity shutdowns, organizing fire drills, and noting important office matters. Coordinate office projects such as previous office renovations and Syteline upgrades.
  12. Inspections and Audits: Attend and assist with random inspections of office premises by the Ministry of Manpower (MOM) and the National Environment Agency (NEA).
  13. Inventory Management: Check and close monthly stock in Syteline, ensuring accurate inventory record.
  14. Regional HR Functions (30%): Participate in Regional Community Meetings (RHRCM) yearly. Serve as a member of the Group company HR team. Execute tasks assigned as part of the Centre of Excellence, such as Talent Acquisition, Compensation & Benefits, Employee Engagement, and other related functions. Any ad hoc job as assigned by the Regional HR Director.

【 Requirements & Preferences 】

(Must)

  • Possess Bachelor's Degree/Diploma in Human Resources or related field
  • At least 6-8 years of full spectrum HR operations (recruitment, HR policies, L&D, C&B, Performance Management, Expat management) & Office Management in Singapore
  • Proven ability to work independently and drive initiatives without constant supervision
  • Strong communication and influencing skills within organizations and with external stakeholders
  • Able to join within 1 month's notice or shorter
  • Willing to travel to APAC countries when required
  • Good command of English and Mandarin is required to liaise with English and Mandarin-speaking internal and external stakeholders

(Advantageous)

  • Experience in the maritime industry is an advantage.
  • Prior experience working in a Japanese company or a strong understanding of Japanese corporate culture is preferred.
  • Regional work experience is beneficial but not required.
