The Movement for the Intellectually Disabled of Singapore (MINDS) has been caring for Persons with Intellectual Disabilities (PWIDs) and their families since 1962. Grounded in the belief that all PWIDs have innate abilities and talents, MINDS is committed to empowering them and enhancing their quality of life while advocating for greater inclusivity for PWIDs as a nation. MINDS is today one of the largest charities in Singapore, employing more than 850 staff. With the key focus to expand community-based services, improving the employability of PWIDs, strengthening education, and engendering inclusive community living, MINDS offers a holistic range of services and programmes across the PWIDs’ lifespan. These include schools, employment and training development centres, home-based care services and community-based services to cater to the physical, psychological, environmental and social needs of PWIDs.
The Executive, HR Business Partner is to provide HR advisory and operational support to respective business units across MINDS. The day-to-day activities for the Executive, HR Business Partner shall include both talent acquisition and business partnering job functions. He/she will have the opportunity to participate in HR initiatives, programmes, and projects.
The Executive, HRBP is a dynamic team-player who has a wide range of skill sets to deliver HR services throughout the employee life cycle. He/she works closely with various stakeholders to promote a collaborative work environment. He/she adopts a service excellence mindset and is passionate about the future needs of the organisation.
Talent Acquisition:
- Provide hiring needs in accordance with programme funding model
- Work closely with HOD on job description to define requirements and competencies for hiring needs, source for talents, plan for interviews and selection procedures
- Update vacancies on job boards and liaise with external agencies as well as educational schools.
- Negotiate, advise salary package and provide HR advisory on the potential career progression opportunities within MINDS. Coordinate with new hire for orientation date.
- Prepare, complete and follow up on new hire paperwork including interview assessment form, salary proposal, RRF and offer letter, medical and other onboarding documents
- Keeping up to date Staff Movement File (new hire), provide advice on cost centre, reporting structure, assign email address and e-client access
- Accurate and timely update of new hired details into HR system AGHRM
- Manage and handle any work pass applications
- Participate in staff movement exercises, retirement & re-employment exercises. Prepare logistics and coordinate for jobs/career fairs, internship programs
- Prepare documents relating to contract renewal and conversion, transfer, redesignation, issue letter/notice and load documents into HR system eFrontier
- Assist to review and improve processes/sources to ensure effectiveness and efficiency to meet current & future demands
- Prepare quarterly reports (Dashboard) for management reporting
HR Business Partnering:
- Prepare paperwork, schedule and work coordinate with cross-functional departments to facilitate onboarding and offboarding processes.
- Provide HR advisory to the employees in relation to HR policies and benefits matters
- Provides support in managing foreign workers
- Conduct exit interviews, compile and analyse reasons for attributions
- Handle all HR engagement projects and initiatives
- Manage and resolve any employee or workplace issues, grievances, and disciplinary cases
- Conduct exit interviews and clearance including termination cases
Qualifications:
- Diploma/Degree qualification in a related field of expertise
Other Information:
- At least 3 to 5 years of relevant working experience
- Demonstrate ability to work effectively and efficiently with minimal supervision
- Strong interpersonal and communication skills with internal and external stakeholders
- Prior experience in a business partnering role in the Social Service sector is preferred
