HR and Payroll Manager

One of our clients is looking for an experienced HR & Payroll professional to lead their dynamic team as HR & Payroll Manager on behalf of our client based in Singapore.

Reports To: Head of Department

The HR and Payroll Manager is responsible for overseeing all aspects of human resources and payroll functions within the organization. This includes managing HR policies and procedures, administering employee benefits, and ensuring accurate and timely payroll processing. The role requires strong leadership skills, excellent attention to detail, and a deep understanding of HR and payroll regulations.

Key Responsibilities:

  1. Develop, implement, and enforce HR policies and procedures in compliance with local, state, and federal regulations.
  2. Address employee concerns and grievances, and mediate conflicts. Foster a positive work environment and ensure effective communication between staff and management.
  3. Implement and manage performance review processes, including setting performance goals, conducting evaluations, and addressing performance issues.
  4. Identify training needs and coordinate training programs to enhance employee skills and development. Monitor and evaluate the effectiveness of training initiatives.
  5. Maintain accurate and confidential employee records, including personal details, employment history, and performance evaluations.
  6. Oversee the accurate and timely processing of payroll, including salaries, wages, bonuses, and deductions. Ensure compliance with payroll regulations and company policies.
  7. Manage employee benefits programs, including health insurance, retirement plans, and other perks. Ensure accurate enrolment, changes, and terminations of benefits.
  8. Ensure compliance with tax laws and regulations, including withholding, reporting, and remittance of taxes. Prepare and file payroll tax returns and related documentation.
  9. Generate and analyze payroll reports, including payroll summaries, tax reports, and benefits summaries. Provide insights and recommendations for payroll-related improvements.
  10. Maintain and optimize payroll systems and software. Ensure data integrity and resolve system issues as needed.

Qualifications:

  1. Bachelor’s degree in human resources, Business Administration, Accounting, or a related field. Professional certifications (e.g., SHRM-CP, PHR) are a plus.
  2. Minimum of 5 years of experience in HR and payroll management.
  3. Experience with SAP will be preferred.
  4. Strong knowledge of HR laws and regulations.
  5. Proficiency in payroll processing and benefits administration.
  6. Excellent communication, interpersonal, and problem-solving skills.
  7. High level of attention to detail and accuracy.
  8. Ability to handle sensitive and confidential information with discretion.
  9. Proficiency in MS Office Suite and HR/payroll software.
