To oversee the implementation of the Health Healthcare C3 project.
Plan, review and coordinate emergency responses and crisis management activities to ensure operational response readiness for civil emergencies, disease outbreaks/pandemics, and other emergencies.
Act as the main point of contact for all Emergency Planning related matters for internal stakeholders and external agencies (e.g., MOH, MINDEF, MHA, SPF).
Work with stakeholders and contractors to ensure necessary infrastructure provisions support the Emergency Planning plans across the various scenarios.
Work with stakeholders to develop and maintain hospital-level operational plans in response to natural disasters, dangerous materials, and other scenarios led by MOH.
Support planning and procurement of Emergency Planning equipment, including developing maintenance regime and ensuring the readiness state.
To plan, implement, and coordinate the establishment of the Hospital Command Centre and related developments during peacetime and crisis management.
To facilitate workforce employment and training for Emergency Planning ops team and personnel supporting CE and NE operations to enhance the Hospital's readiness in crisis management.
To facilitate and manage hospital-level emergency exercises and drills. Completes after-action reports and identifies improvement strategy accordingly.
Provide secretariat support for Emergency Planning planning committees.
General
Support the annual Department work plan and budgeting exercise.
Provide financial accountability by forecasting, preparing, and justifying Emergency Planning's operating and capital budgets.
Review budgets and variances and ensure that the section operates within the budget allotted.
Provide operational leadership to ensure hospital readiness to support and respond during incident management and Emergency Planning operations.
Enable an environment of open communication, transparency, and effective teamwork.
Provide leadership, guidance, and motivation for employees to perform to the best of their abilities and develop to their full potential.
Plan, drive and manage quality improvement projects at the hospital /departmental level. Identify, drive, and manage the business continuity plan improvement projects at the hospital-wide/departmental level.
Maintain and ensure the relevancy of the business impact analysis register and business continuity management data inventory at the hospital/department level.
Perform any other duties as assigned by the Director or Manager Emergency Planning.
JOB REQUIREMENTS
Candidate must possess at least a bachelor's degree or equivalent.
At least 5-8 years of relevant working experience in emergency preparedness (healthcare experience preferred), including leadership experience in the ops command centre, licensing and certification activities and full-dress rehearsals.
Experience in drafting and reviewing emergency preparedness policies and work instructions.
Ability to plan, organize and lead projects.
Good interpersonal skills and ability to engage multiple stakeholders.
