Learning Partnering:
As a Learning Partner, engage business leaders for the development of new capabilities, competencies, and skills, fostering a culture of learning and innovation for the job family.
Design, develop and implement learning programmes, initiatives, and processes that align with organisational capability development and lifelong learning goals, as well as address skill gaps in the workforce.
Programmes and Sponsorship Management:
Manage learning resources and budget associated with the job family. Explore untapped potential on learning reports and analytics.
Maintain oversight of the L&D funding programmes and schemes, including managing the budget and application processes, as well as measuring the deliverables and impact of the programmes and schemes.
Manage MOH funded schemes including Health Manpower Development Plan and MOH-Inservice Scholarship & Sponsorship, aligned to approved implementation approach. Be the officer in-charge of managing the sponsorship processes, claims, and audit matters pertaining to the funded schemes.
Stay abreast and take bold steps to explore and apply new learning and development practices, technology, tools, and approaches.
Lead and implement culture change initiatives to reinforce Core Values, learning, and Innovation.
Job Requirements:
At least 10 years of relevant experience in leading and implementing Learning & Organisational Development, preferably in the health, healthcare or service sectors. This may include competency framework development, designing and curating developmental roadmaps and programmes, capability and learning needs analysis, building learning culture, managing training operations and learning management system, as well as other relevant areas.
Strong in L&D operational process and project management.
Experience in competency framework development, programme and curriculum design development.
Strong stakeholder management, influencing and collaboration skills to engage across different levels and functions.
Exhibit strong collaboration within L&D and HR teams.
Bold to explore and experiment with new ways of working.
Demonstrate resilience, creativity, and proactiveness in managing dynamic and complex situations.
Excellent verbal and written communication skills.
Meticulous and strong in analytical thinking.
Proficient in Microsoft Office applications. Curious in exploring other learning technology and platforms (e.g., Menti, Kahoot, Padlet).
