Job Summary

The Global Head of Procurement Services is accountable for improving the overall supply chain experience for 27,000 requesters and 8,000 travellers in the business as well as our 11,000 suppliers. This includes leading and optimising global procurement services and process design, ensuring process standardisation, efficiency and risk management across the Supply Chain Management Process Universe.

This is a strategic leadership role within the first line of defense focusing on driving E2E procurement process optimization, digitisation and fostering continuous improvement in procurement processes, supplier management and procurement service delivery with a focus on satisfying our key stakeholders in markets that drive the bulk of transactional procurement and payables work. The role is also accountable for embedding our supply chain diversity and inclusion programme.

The Global Head of Procurement Services will work closely with category management teams, country leadership teams, technology teams, and external suppliers to enhance procurement execution effectiveness, reduce vendor onboarding turnaround times and deliver cost savings. This is new leadership role which is critical to driving our Procurement Process Excellence journey and is a key part of driving our digital capabilities roadmap and process integration.

Key Responsibilities

Strategy

  • Oversee the design and execution of end-to-end procurement process delivery, including sourcing execution, tactical buying, accounts payable, contract management services, and supplier performance management.
  • Develop and implement global procurement operating models to improve efficiency, agility, and cost-effectiveness.
  • Drive operational excellence through automation, technology adoption, and process reengineering in partnership with Strategy & Talent COO.
  • Drive best-in-class process benchmarking to derive strategic insights against best industry and market practice to validate the effectiveness of each process and its cost.
  • Own the strategic vision and roadmap for the evolution of the process, covering people, operating process, policies & procedures, controls, systems, and data.
  • Keep abreast of technology trends to improve process delivery through automation and manage strategic relationships with key partners such as SAP, Amex GBT and Process Unity. Collaborate with IT and functional teams to align procurement technology strategies with business objectives.
  • Drive Voice of the Stakeholder surveys/interviews to understand user expectations and translate actions and feedback into an actionable backlog.
  • Own the appropriate location strategy for the process, including which elements of the process will be managed from central locations, which will be decentralised, and the allowable variations to cater for specific local requirements.
  • Align with the Global Category Heads to ensure category strategies are aligned with strategic business needs in the markets.
  • Execute global priorities in region which includes implementation of sourcing strategies and an operating model that optimizes management of SCB’s end-to-end supply chain, reducing costs and managing risks.

Stakeholder Management

  • Drive stakeholder engagement and change management with a particular focus on Country and Cluster leadership teams.
  • Establish and maintain effective senior stakeholder engagement demonstrating value to businesses and functions through collaboration on efficiency, supplier risk and compliance matters.
  • Ensure the intrinsic business value of the Supply Chain Function is understood by the most senior stakeholders in the Bank.
  • Work with business stakeholders and global sourcing regions to influence global and regional category needs.
  • Challenge the norms / status quo to ensure efficient supplier spend.
  • Support the SCB Purpose through the active support for CSR activities and Supply Chain Sustainability.
  • Take ownership for contract management activities for internal Stakeholders in relation to management consultancy firms.

Processes & Tools

  • Drive process excellence, change management and standardisation of Supply Chain Management processes.
  • Design and implement continuous improvement initiatives, leveraging Lean, Six Sigma, and Agile principles.
  • Ensure consistency and efficiency in procurement operations across regions and business units.
  • Develop and enforce best-in-class procurement methodologies.
  • Collaborate with other GPOs from other 1st line risk teams such as TTO, Resilience, etc to establish a complete TOM strategy across the procurement lifecycle.
  • Ensure Global Process Owner units are maintaining and refreshing content library of process artefacts such as process maps aligned with system architecture, DOIs and process guidance.
  • Deliver a standardised and optimised process universe with exceptions only for legal / tax / regulatory variations and manage the process for approving and implementing such exceptions.
  • Establish performance metrics to define, measure, track KPIs that maintain operational and cost efficiency and measure supplier performance.
  • Lead data-driven insights to drive procurement improvements and decision-making.
  • Ensure that SCM processes have effective controls in place and are operating to expectations.
  • Sign off on business requirements for the SCM process, and balance requirements with overall objectives for the effectiveness of the process and its cost.
  • Contribute as subject matter expert to operationalising / updating policies, procedures and controls for the process with the relevant policy owners in line with the Operational Risk Framework (ORF) – reinforcing the operational risk environment through a continued focus on strengthening financial controls.
  • Lead the optimisation of procurement digital tools and platforms (e.g. SAP SRM, Coupa, etc).
  • Drive adoption of AI, analytics, robotic process automation (RPA), and other emerging technologies to enhance procurement efficiency and Employee Experience (EX).
  • Review and approve sourcing strategies, supplier creations, savings and summary of awards across the Region.

Risk Management

  • Be responsible to the Process Universe Owner, Framework or Policy Owners, and implement control requirements and procedures applicable to the process by:
  • Ensure Supply Chain Management processes are compliant with internal policies, regulatory requirements, and ethical sourcing principles.
  • Work with S&T Risk and Governance to identify and develop risk mitigation strategies for current and horizon risks.
  • Work closely with legal, finance, and audit teams to enforce procurement governance and mitigate operational risks. Drive accountability of roles and responsibilities between 1st and 2nd line of defense including periodic process reviews, and ensure roles and responsibilities are clear and well documented.
  • Evaluate and approve/support requests for exceptions from documented processes.
  • Represent SCM at various governance forums and steering committees as required.
  • Delegated outsourcing owner on behalf of Global Head of SCM, managing governance of SCM’s country and group outsourcing arrangements and chairing service review meetings.
  • Work with contract owners to resolve operational blockages that might create risks to the business.
  • Ensure that payments are made in a controlled and timely manner to suppliers.
  • Create feedback systems to heighten awareness of quality defects that could become thematic risk issues.

People and Talent

  • Direct accountability for establishing and achieving regional and Third Party Management objectives and execution of supply chain strategies through effective resourcing of cluster and process teams.
  • Lead and mentor procurement CoE teams, fostering a culture of excellence, innovation, and collaboration. Ensure team structure/capacity Is reviewed to enable effective agenda delivery.
  • Set and monitor job objectives for direct reports and ensure job descriptions are maintained.
  • Ensure the provision of ongoing training and development of direct reports/team and ensure that holders of all critical functions are suitably skilled and qualified for their roles ensuring that they have effective supervision in place to mitigate any risks.
  • Develop a high performance culture across the organization.

Data Domain Ownership

Delegated responsibility implementing and adhering to the Data Management Policy for Supplier Data Domain Ownership from Global Head of SCM

  • Establish and roll-out data domain standards & data dictionary.
  • Maintain up to date documentations and standards for the client data domain.
  • Own the target state and roadmap for the client data domain.
  • Act as point of escalation/arbitrator for data quality issues.

  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank.   • At least 20 years of experience in a supply chain 1st line process owner and delivery leadership role in financial services.
  • Comprehensive knowledge of risk governance frameworks & quality framework and processes.
  • Experience of working with country management teams in highlighting the benefits of early engagement and positive collaboration with SCM.
  • Knowledge of process improvement methodologies.
  • Proactive and positive with the ability to make good/sound decisions and use independent judgement.
  • Project and Program Management skills to monitor specific projects and take ownership of issues/ tasks.
  • Knowledge of all segments in the business and activities with a broad understanding of CIB and WRB business models.
  • Knowledge of local regulations and restrictions on offshoring/near-shoring with experience on execution and change management.
  • Thought leadership and proven ability to lead and manage various teams globally and effectively collaborate with a wide range of stakeholders.

Qualifications

  • Education - Degree or equivalent qualifications in Procurement, Supply Chain Management, Finance, Engineering or Operations Research.

  • Certifications - Code Of Conduct, AB&C and other mandatory learning.
  • Languages - English (Mandatory), other languages applicable to the Bank’s footprint desirable.
