Position Overview
This position will be responsible to support the CIOO Cluster Finance team and is expected to lead certain NHG CIOO IT Finance Management functions. You will be required to work closely with CIOO Institution Services, NHG Institution and Group Finance teams, as well as various departments across Synapxe and NHG.
You will be responsible for the reporting and tracking of the actual, projected, and budgeted IT spending of institutions within the organization. You will also provide support on the annual IT budget and projection cycles. You will act as an IT Finance Business Partner and support GCIO and Cluster IT Office to ensure the smooth operations of the Group IT Finance Operations, adhering to the finance governance and compliance and ensuring accuracy and completeness of IT Financial records for audits and management reporting.
The role will also require providing financial support for IT-related matters, including involvement in national IT strategic projects/initiatives and Cluster strategic projects. You will assist the GCIO and Cluster IT Office in identifying IT productivity indicators, areas for cost savings and optimization, and process improvements.
Role & Responsibilities
Business Finance Analysis & Operations:
- Support HOD in financial planning and analysis process, including budgeting, forecasting, and long-term financial modelling. Identify trends, and provide actionable insights to support strategic decision-making and drive operational improvements.
- Provide analysis and projections in IT-related costs, including IT budget and utilization to cluster and institutions. Analysis includes conducting due diligence for data reconciliation, as well as rationalization and presentation of findings.
- Conduct regular forecasting exercises to assess financial performance, identify risks and opportunities, and recommend appropriate actions.
- Support and assist cluster CIO Offices in project costing and budgets relating to cross-cluster projects and maintenance costs (including transfer pricing matters).
- Prepare accurate and comprehensive financial reports, including monthly, quarterly, and annual management reporting.
- Design and build custom reports to cater for ad-hoc, as well as monthly and quarterly reporting to NHG senior management and board.
- Support month-end and year-end activities – including collation, review, and dissemination of various IT reports.
Performance Monitoring and Reporting:
- Establish key performance indicators (KPIs) and metrics to monitor portfolio performance, operational efficiency, and financial health.
- Track and report on financial and operational performance against targets, highlighting areas of concern and opportunities for improvement.
- Provide regular and ad hoc financial analysis and reports to senior management and stakeholders.
IT Governance and Budgeting:
- Plan, drive, facilitate and execute the annual budgeting exercise for Cluster IT budget. This involves working with CIOO Programme Managers, IT Directors, Institution and Group Finance teams, Synapxe project managers, and functional analysts, including high-level understanding of applications.
- Develop annual budgets in collaboration with portfolio directors, ensuring alignment with business objectives.
- Monitor and manage Cluster IT portfolio budget, commitment, planned cash-flow expenditure, financial analysis, and IT Finance reporting requirements.
- Monitor budget adherence, analyze variances, and provide actionable recommendations to optimize financial outcomes.
- Work collaboratively with various teams and act as a liaison between CIOO, NHG Finance teams, and Synapxe, supporting cluster CIOO activities.
- Advise, support, and work with various teams to ensure compliance with IT governance, such as the authorization process.
- Maintain strong and effective Risk management and Audit compliance.
Cross-functional Collaboration & Continuous Improvement:
- Collaborate with various teams to gather relevant data, understand business drivers, and align financial plans.
- Support portfolio directors in the evaluation of business cases for new initiatives.
- Identify opportunities for process enhancements and automation to streamline financial operations.
- Implement best practices in financial management to achieve operational excellence.
Requirements
- Degree in Accountancy, Finance or equivalent is preferred.
- Minimum 5-7 years working experience in Account/Finance roles. Relevant working experience in IT or Healthcare industry is a plus.
- Strong analytical, problem-solving, interpersonal, and communication skills.
- Has a keen knowledge of IT financing and project costing.
- Meticulous, well organized, resourceful, highly motivated, and adaptable to rapid changes.
- Ability to work in a fast-paced environment with various stakeholders under tight timelines.
- Strong proficiency in Microsoft Office suite, including Word, PowerPoint, and Excel for financial analysis, reporting, and presentation materials.
- Hands-on experience with ITBM system will be an advantage.
