Position: Finance and Administration Manager – Asia
Location: Singapore
Responsible to: Global Head of Finance (UK)
Responsible for: Financial Management and reporting for GWEC Asia (Singapore), supervision of GWEC Vietnam accounting and financial administration, and potentially other new subsidiaries.

We have grown our revenue five times in as many years and have bold growth plans over the next decade as we seek the urgent scale up of wind and clean energy in new and existing markets.
Role Overview:
The Finance and Administration Manager (Asia) will be responsible for accounting and financial reporting for GWEC Asia, including its subsidiary in Vietnam and potentially other new subsidiaries. The role involves overseeing financial compliance, cash flow management, budgeting, payroll, taxation, grant financial reporting and administration functions.
Key Responsibilities
Financial Management & Reporting
- Prepare monthly management accounts, budget performance reports, and cashflow forecast for group and subsidiaries.
- Maintain GWEC Asia accounting books, including purchase and sales ledger.
- Ensure monthly postings, reconciliation and project fund accounting.
- Administer monthly payroll, including for overseas jurisdictions if needed.
- Manage GWEC Asia bank accounts and oversee cash collection.
- Perform month-end and year end closing, and work with the Global Financial Controller in preparation of the annual financial statements
- Ensure accuracy, completeness and compliance with accounting standards (e.g. SFRS).
- Process weekly payment runs.
- Reconcile relevant balance sheet accounts.
- Review/update the inter-company account with the UK, Belgium and other international GWEC entities.
- Prepare Corporation Tax and GST computations, liaising with external advisors.
- Ensure compliance with statutory & regulatory requirements.
- Coordinate and manage the external audit process, liaise with external auditors, and ensure timely completion of audit requirements.
- Provide oversight and support to the Project and Financial Coordinator in Vietnam, ensure alignment with GWEC financial policies and procedures.
- Maintain confidentiality and handle sensitive information with discretion.
Bookkeeping & Accounting Systems
- Prepare and review postings for accounts payable and receivable, ensuring proper coding for projects and events.
- Recognize corporate membership, sponsorship, event income, grants receivable.
- Reconcile general ledger account, payroll, and consultant fees.
- Process monthly accruals, prepayments and project fund movements.
- Oversee bookkeeping within the subsidiary companies (GWEC Vietnam), propose necessary journals entries.
- Review or prepare the GST reports.
- Ensure intercompany position is reconciled from GWEC Asia perspective.
HR and Payroll Administration
- Collaborate with Global HR Manager and hiring manager for Singapore hiring process.
- Submit and renew employment pass applications when required.
- Facilitate onboarding for new employees, ensuring proper setup of workspace and equipment.
- Administer payroll, CPF submissions, IR21, IR8A annual income tax Assessment and staff claims.
- Ensure compliance with WICA policies, MOM labour laws, and IRAS tax regulations.
Invoicing and Cash Collection
- Issue the annual membership invoices and raise ad-hoc invoices for events and sponsorships.
- Monitor cash collection and follow up on outstanding payments.
Project Accounting & Reporting
- Prepare and update project and events budgets, ensuring accurate tracking of actual expenditures.
- Generate quarterly project financial reports and funder reports.
- Manage financial reporting for grants, ensuring timely and accurate reporting to funders.
- Work with the Grants Director and project/event teams to ensure compliance with project financial requirements.
Cash Management
- Process payments for administrative and project-related expenses in line with policies and agreements.
- Process fund and cash transfers in accordance with fund instructions.
- Perform monthly bank reconciliations.
Other Administrative Tasks
- Oversee and manage daily office administrative tasks, ensuring smooth operations.
- Manage Corppass administration.
- Coordinate with the company secretary for statutory filing matters.
- Oversee office lease agreements and manage rental renewals.
- Coordinate with the Data Protection Officer (DPO) to ensure compliance with the PDPA Singapore.
- Liaise with company insurer in insurance matters.
- Perform other ad-hoc duties as required.
Essential Person Criteria:
- Right to work in Singapore and fluency in written and spoken English.
- Qualified accountant (e.g. CA, CPA, ACCA, or equivalent in Singapore).
- At least 5 years of experience in finance and administration management, preferably in a fast-paced, dynamic environment.
- Strong knowledge of SFRS, taxation, budgeting, forecasting, and employment regulations.
- Advanced IT skills and familiarity with accounting systems, including proficiency in Excel (VLOOKUP, PivotTable, etc).
- Excellent analytical, problem-solving, and multitasking abilities.
Desirable Person Criteria:
- Ability to work independently.
- Regional Finance and/or HR Experience.
- Project or fund accounting experience.
- Able to navigate uncertainty while fulfilling the role effectively.
