Job description
To oversee and manage the hospital’s facilities, equipment and building systems effectively and efficiently, and to ensure a safe and conducive Environment of Care (EOC) for patients, visitors and staff is provided for at all times.
MAJOR DUTIES AND RESPONSIBILITIES
(A) SPECIFIC
To support the Director, Hospital Planning & Infrastructure (HP&I) / FM HOD to lead Facilities Management and Facilities Maintenance staff to provide excellent service standards for Facilities Management and Safety (FMS) chapter that meet acceptable Joint Commission International (JCI), ISO, Ministry of Health (MOH) and all regulatory standards.
To train Facilities Management and Facilities Maintenance staff to have better technical skills and communication standards to deliver better service standards.
To assist the Director, HP&I and FM HOD in coordinating with other hospital staff in planning and executing projects such as Kaizens and green productivity projects (e.g. Clean and Green week and Earth Day) effectively.
To guide and counsel junior staff in both FM and outsourced Facilities Maintenance dept to be pro-active and efficient in carrying out maintenance and improvement works.
To work closely and supervise vendors, contractors and suppliers to complete maintenance work and projects.
To support testing and commissioning of new Fitting, Furniture and Equipment (FF&E) and replacement/implementation of building systems – Fire door replacements, leakages, structural repairs and investigations.
To adopt best practices from other hospitals such as implementing cost effective, simpler and faster ways of carrying out maintenance work and daily operations.
To be able to organize, create and introduce new working methodologies such as scanning tools and newly endorsed construction methods and systems to further improve productivity and increase efficiency.
To lead Predictive, Preventive, Corrective and Breakdown Maintenance of equipment and building systems with outsourced Facilities Maintenance team.
(B) GENERAL
To assist the Director, HP&I and FM HOD in planning of new projects and facility improvement activities.
To assist the Director, HP&I and FM HOD in environmental and educational projects.
To assist the Director, HP&I and FM HOD in safety/service improvement and training activities, such as road shows.
To perform any other duties as assigned by the Director, HP&I and FM HOD.
Lead and oversee structural and civil projects that include façade repairs, leakage detection, safety programs and new installations.
JOB REQUIREMENTS
(A) EDUCATION, TRAINING AND EXPERIENCE
Engineers
Degree in Civil / Structural Engineering, Building Services, Property Management or equivalent with at least 2 years of experience; Diploma holders to have at least 5 years of relevant experience.
Candidate may still be considered on a case-by-case basis if this requirement cannot be met.
(B) PROFESSIONAL LICENCE
Resident Technical Officer or Engineer qualification is an added advantage.
(C) WORKING HOURS AND RESPONSE TIME
May need to perform shift or overtime work if required.
Able to work after office hours / weekends / public holidays, as and when required.
Candidate is required to respond quickly when urgent building related issues arise via mobile phone and return back to the hospital immediately, as and when required.
