The Healthcare Manpower Division is responsible for managing the recruitment, deployment and welfare of House Officers, Medical Officers, Residents and Dental Officers across Singapore’s public healthcare institutions to meet manpower needs.

SUMMARY OF THE ROLE
MOHH Healthcare Manpower Division (HMD) is responsible for clinical manpower and workforce planning for Singapore's Public Healthcare Institutions (PHIs). The candidate will be an integral part of a dynamic team, supporting cross-divisional clinical project focused on integrating Traditional Chinese Medicine (TCM) into healthcare.

Job Responsibilities:
This role includes developing care protocols for TCM, engaging in clinical duties as a TCM practitioner, and supporting administrative tasks related to manpower planning.
- Collaboration and Strategic Development for Clinical Project
- Collaborate with Atlas Care and other key stakeholders to develop and implement TCM-based care protocols in a clinical setting as part of an ongoing project.
- Participate in strategic planning to implement clinical care in the community setting via a multidisciplinary care framework.
- Provide input on developing policies that bridge Western medicine and TCM to ensure cohesive patient care strategies.
- Participate in clinical duties as a TCM practitioner or clinic assistant, where applicable, in the context of the clinical project.
2. Manpower Planning, Management and Operations
- Assist with national posting exercises for non-resident junior doctors as required.
- Collaborate with relevant departments to ensure smooth resource allocation and effective manpower management.
- Work closely with MOHH HR Cluster Partners to address HR-related matters for junior doctors, including career counselling and performance management.
- Manage and upkeep of vaccination records and database for MOHH Junior Doctors.
3. General Administrative Duties
- Draft and manage official documents, circulars, and business correspondence related to manpower planning and the collaborative clinical project.
- Perform any other duties as required by the division or management to support the organisation’s objectives and operations.
Job Requirements:
- Bachelor of Chinese Medicine or equivalent (must be registrable with TCM practitioners board)
- Proficient in Microsoft Office (MS Excel, Word, PowerPoint, Outlook).
- Strong collaborative problem-solving skills.
- Strong verbal and written communications.
- Strong interpersonal skills to professionally manage regular interactions with various healthcare stakeholders and members of the public.
- Pro-active, and meticulous with strong work ethics.
- Excellent time management skills and reliable under pressure.
- Able to multitask and meet tight deadlines.
Years of Experience Required:
Preferably with minimum 1-2 years of relevant experience. Entry level candidates are welcome to apply.
