Job description

What the role is:

  1. To support increase in downstream HR processing load due to increase hiring inflows (including but not limited to headroom hiring) i.e. increments, renewals, exits.
  2. Drive process reviews to streamline, harmonise and digitalise processes across Home Team for greater efficiency, effectiveness and consistent service experience.
  3. Support the team and work closely with HTDs and relevant stakeholders to meet the KPIs and service standards of more complicated operations and enable HTDs to engage and retain talent so as to perform at desired levels.
  4. Escalate and communicate issues to management as appropriate.

What you will be working on:

  1. Oversee the process and perform processes specifically HTD under his charge for confirmation, emplacement, appointment to higher grade, notional increments, forgone bonuses (officers on Movement Policy), contract renewal including deviation such as extended probation. Includes timely and accurate processing of cases in accordance with HR policy, guidelines, and service standards, vetting both straight-through and non-standard cases, quantum of increment which impacts officers’ salary, and sign-on bonus quantuum.
  2. Work with HTDs on sensitive / out of norm cases, for example contract renewal due to non-meeting of criteria and withholding of increments, backdating of confirmation due to extended periods of probation, pro-ration of MI for transfer cases etc.
  3. Multiple stakeholder engagement; handles queries from senior officers as well as LG members on confirmation issues/ ADPs and manage officers and HRMG directly on confirmation-related enquiries, such as and not limited to eligibility criteria, completion of appraisal forms, deviation cases etc.
  4. Develop guidelines/SOPs to guide the team’s work and perform regular reviews to keep up with the changes and practices that are specific to HTDs under their charge, e.g. [NEW] confirmation and emplacement of SPF NSF Short Term Contract, Special Contract for candidate without baseline educational qualifications, Work-Study Diploma officers etc.
  5. Recommend and implement new process changes and technology enablement, participate and support improvements projects. Examples include developing bots to automate work processes, leveraging excel macros to automate email reminders etc.
  6. Identify and analyse gaps, recommend resolutions, and propose alignment of confirmation processes across HTDs, consult and obtain buy-in from various stakeholders, coordinate and implement necessary changes.

  • Meticulous and independent worker who is able to carry out the job responsibilities with minimal supervision.
  • A team player with excellent interpersonal skills to engage, negotiate, and establish rapport with internal teams and other stakeholders to achieve goals and objectives.
  • Strong critical thinking and analytical capability, writing and problem-solving skills with attention to details.
  • Comfortable with data and new technologies. Proficiency in Microsoft Office Excel and SAP would be an advantage.
