Job description
STATEMENT OF PURPOSE

The Executive/ Senior Executive will support the Assistant Director/ Deputy Director with administration of the Office of Clinical Manpower Development and Medical Affairs unit within the hospital. He/ She will also support clinical departments to ensure the provision of a comprehensive range of clinical services which are aligned and meet with the organisation’s objectives.

The Office of Clinical Manpower Development and Medical Affairs unit provides administrative support which includes but is not limited to:

  1. Doctors’ Professional matters
  2. Medical Manpower Planning
  3. Clinical Department Strategic Planning
  4. Training and Development
  5. Clinical Policies Development
  6. Clinical Governance
  7. Junior Doctors Matters
  8. Licensing and Accreditation

MAJOR DUTIES AND RESPONSIBILITIES

(A) SPECIFIC (80%)

  1. To provide administrative support to Doctors’ Professional Matters including:
  • Administer the Accreditation and Credentialing activities for medical staff including doctors, nursing, and allied health.
  • Facilitate the progression process for Temporary and Conditionally registered doctors under the Singapore Medical Council Supervisory Framework and ensure that all medical staff fulfill the necessary criteria for conversion to Conditional/ Full registration.
  • Assist with the submission of application for any additional/ change of Practice Place.
  • Facilitate the application for extension and renewal of Practicing Certificates for all medical staff.
  • Facilitate the Joint Committee on Specialist Training and House Officer Accreditation application process including coordinating site inspections and tracking accreditation outcomes.
  1. To provide administrative support to Medical Manpower Planning including:
  • Provide assistance to the yearly medical manpower planning exercise to ensure optimal staffing levels and bench strength for specialists and non-specialists.
  • Provide assistance for the projections of Associate Consultants/ Family Physician projection to National Healthcare Group Residency Office.
  • Maintain the Medical Staff listing and Directory of services to ensure that the list of doctors (internal and external) who practice at Yishun Health and services provided are updated and provide monthly updates of the Medical Staff listing to relevant stakeholders.
  1. To provide administrative support to Clinical Departments Strategic Planning activities including:
  • Coordinate the new applications or revision of the Levels of Medical Capability.
  • Facilitate the Table of Surgical Procedure process including inclusion of new procedures, re-ranking of existing procedures, removal of obsolete procedures, and other changes to existing procedures.
  • Update the blue letter workflow and provide timely updates to all stakeholders.
  • Support clinical departments with the development of service agreements for new clinical services and expansion of existing clinical services including drafting of service agreements, tracking and reporting of workload data, conducting negotiations with internal/ external stakeholders, and whatever necessary to establish the service agreements.
  • Support clinical departments with the appointment of Visiting Consultant or Visiting Staff including drafting of agreements, tracking and reporting of clinician workload, conducting negotiations with internal/ external stakeholders, and whatever necessary to establish the agreements.
  • Provide assistance to the billings and payments of Visiting Consultants and Visiting Staff to the hospital and from external institutions.
  1. To provide administrative support to Training and Development of medical staff including:
  • Organise the Junior Doctor’s Orientation Programme including conducting regular reviews of training materials to ensure training is up-to-date and relevant, track and monitor the participation rate and make appropriate recommendations to the orientation programme when necessary.
  • Administer the Medical Observer (local/ overseas) programme including application of the Temporary Registration and logistic support.
  • Administer the Clinical Fellowship programme including the facilitation and coordination of applications between Singapore Medical Council, Clinical Department, and Human Resource.
  • Administer the Yishun Health and Ministry of Health Visiting Expert Scheme including facilitation of the application to providing logistic support during the expert visit.
  • Administer the Ministry of Health Health Manpower Development Plan including the facilitation of application processes to logistics support for clinical departments, submission of application to Yishun Health Learning Council and Ministry of Health for final endorsement.
  • Coordinate the medical staff continuing medical education/ training programmes including coordinating and organising the HMDP Sharing Sessions, Clinical Forums, etc.
  • Collate and track the Compulsory Courses and Peer-Review Learning activities by medical staff.
  1. To provide administrative support to Clinical Policy Development including:
  • Facilitate the development, review, and update of policies which are in-line with Ministry of Health or Hospital’s goals and objectives and ensure policies are accurately uploaded into the Intranet.
  1. To provide administrative support to Clinical Governance including:
  • Provide assistance to clinical staff in the Medical Malpractice Insurance registration and renewal process.
  • Ensure the maintenance of an updated register of sub-committees and workgroups under the Clinical Board’s purview including administering new appointments, renewal and dissolving of sub-committees and workgroups and reviewing terms of references.
  • Track the conflict of interest for sponsorship to doctors.
  1. To provide administrative support to Junior Doctors Matters including:
  • Collate and track the Compulsory Courses for Junior doctors.
  • Oversee and manage all activities for the on-call rooms.
  • Development and tracking of the hospital clinician scheme.
  • Management of junior doctors’ welfare.
  1. To provide administrative support to Licensing and Accreditation of the hospital including:
  • Perform all administrative work related to the issuance of licenses and accreditation in accordance with the Private Hospital and Medical Clinics Act (PHMC) and its related legislation.
  • Maintain systems and processes to ensure conformance to the PHMC and its related legislation.
  • Guide and follow up with stakeholders on the decisions of licensing and accreditation of facilities.
  1. To provide administrative support to CMB office including:
  • Provide secretariat support to Yishun Health Clinical Board and selected Medical Board Committees/ Workgroups.
  • Provide administrative support to the Chairman, Medical Board Office and perform any other duties when called upon by Chairman, Medical Board in times of medical exigency.

(B) GENERAL (20%)

  1. Provide secretariat support to various committees/ workgroups under Yishun Health and ensure proper documentation of all meetings and follow-up.
  2. Participate in projects and tasks as deemed appropriate by Assistant Director/ Deputy Director/ Assistant, Chairman Medical Board.
  3. Render administrative and professional support in hospital-level operation functions and events.
  4. Embrace continuous improvement as our way of life by improving and refining work performance on a daily basis.
  5. Assess and identify the potential risks that may hinder the reputation, safety, and financial well-being of the organisation.
