Environmental Health & Safety Manager

Description

Perform the duties of a WSH Officer as stipulated in the Workplace Safety and Health (WSH Officer) Regulations, and comply with the WSH Act, regulations, and Code of Practices.

The duties include:

1. Acting as an SGSecure Representative, Risk Management Champion, Work-At-Height Assessor/Manager, Safe Management Officer, and fulfilling other WSQ competency appointments as deemed necessary.
2. Developing, implementing, monitoring & reviewing Agilent’s EHS Management System to ensure EHS system performance, and legal and regulatory compliance.
3. Ensuring EHS policies, objectives, and targets are set to enforce Agilent policy, disseminated to promote staff awareness, and results monitored periodically.
4. Identifying training needs, developing, and delivering ESH training to strengthen employees’ awareness of EHS regularly.
5. Ability to work with all levels of people and with distinct stakeholders and multiple business units.
6. Providing EHS support to Singapore sites and potentially to Asia Pacific countries when necessary.
7. Coordinating external audits and maintaining EHS documents for ISO9001, ISO14001, and ISO45001 Certification.
8. Conducting internal audits, gap analysis, root cause identification, and recommending corrective actions to ensure continuity & effectiveness of Agilent EHS Management System in accordance with ISO9001, ISO14001, ISO45001, ISO13485, OSHA, and Agilent safety standards.
9. Assuming the role of Document Controller for EHS documentation to ensure the EHS Management System is always updated.
10. Ensuring all EHS incidents and/or accidents are thoroughly investigated and effectively closed.
11. Collating and analyzing incident/accident statistics, preparing reports, making recommendations, and implementing control measures and/or procedural changes to eliminate/reduce the risk of future occurrences.
12. Conducting EHS induction for new employees, contractors, contract workers, temp employees, and/or visitors as necessary.
13. Managing and/or providing guidance to contractors/sub-contractors to ensure safety rules are enforced during their work within Emerson's premises.
14. Liaising, coordinating & handling all EHS-related matters with relevant authorities such as MOM, NEA, HSA, SCDF, and SPF.
15. Keeping abreast with local EHS-related legislations and WSH developments. Sharing and disseminating relevant information effectively to enable continual improvement.
16. Providing technical expertise in specialties such as Ecological Protection, Industrial Hygiene, or Safety Engineering.
17. Establishing criteria for the development of environmental programs, risk assessment, and employee health and safety.
18. Creating program business plans and service delivery strategies.
19. Establishing and managing relationships and performance of vendors.
20. Performing other duties as assigned.

Qualifications

• Bachelor's or Master's in Environmental Management, Occupational Health, and Safety or equivalent.
• Specialist Diploma in WSH or equivalent.
• MOM’s registered Workplace Safety and Health Officer (WSHO).
• Minimum 10 years working experience relevant to the role of a WSHO and Fire Safety Manager (FSM), Water Efficiency Manager (WEM), Singapore Certified Energy Manager (SCEM), with good knowledge of Health, Safety, and Environmental Law & Regulations of Singapore.
• Minimum 5 years of working experience in a Chemical and/or Manufacturing environment is an advantage.
• Proficient in MS Office (Word, Excel & PowerPoint).
