Environmental Control Officer (ECO)

Responsibilities:

1. Responsible for monitoring and advising contractors on vector control, solid waste management, noise and dust pollution control, drainage and silt control, and general housekeeping management of the project/site.
2. Maintain and implement the company’s Environmental (ENV) management system, ensuring compliance with regulations and standards.
3. Review and suggest improvements for the ENV system to enhance effectiveness and ensure legal compliance.
4. Conduct environmental inspections, address non-conformities, and ensure corrective actions are completed with evidence.
5. Investigate environmental incidents (e.g., pollution, pests, waste) and recommend preventive measures.
6. Develop and deliver training on pollution, pest, and waste control to maintain awareness.
7. Provide advice during project planning on noise, air, water pollution, waste management, and public engagement.
8. Collaborate with project teams to uphold environmental standards and company policies.

Job Requirements:

1. Minimum 2 years experience as an ECO in the construction industry.
2. Preferably with recent HDB project working experience.
3. Registered NEA ECO.
4. Possess a “Certificate of Competency (CoC) in Earth Control Measures (ECM) for Construction Site Personnel” (i.e., ECMO certified), if without this certification ECO needs to obtain this within 6 months of employment at site.
5. Good working knowledge of WSH regulations and practices.
6. Good knowledge of various regulations, policies, statutory requirements, assistance schemes, and procedures related to the industry.
