Primary Function:
Responsible for overseeing the Operation and Maintenance of assigned Utility systems including: Non-GMP and GMP Utilities and Non-GMP and GMP HVAC equipment; including but not limited to other equipment: Boilers, Chillers, Air compressors, Building Management System, CO2, N2, Effluent Treatment Plant, Water Treatment.
Accountable for Operation, Maintenance and monitoring regimes and play a key role in improving Utilities reliability rates, maintaining compliance, providing for a safe work environment, and controlling costs of the Utilities operations.
To provide support to ongoing plant operations on a 24 x 7 basis and ensure total compliance to regulatory, cGMP and Environment, Health and Safety (EHS) standards.
Supervise contractors and technicians and provide day to day operational support and maintenance services including modifications and changes to processes and equipment, troubleshooting, deviation investigation, identification, and completion of corrective and preventative actions.
Oversee the day-to-day operations and routine/breakdown maintenance of Utilities Equipment systems.
Maintain operations and maintenance records to comply with regulatory, cGMP and EHS requirements.
Take ownership of utility systems as the Subject Matter Expert.
Participate in corporate, regulatory, cGMP, EHS and other internal/external audits as required by the management.
Analyze technical problems in the utility and manufacturing areas and develop both short term and long-term recommendations for their correction. Lead or assist cross-functional teams in finding solutions to technical problems.
Actively engaged in developing specifications for equipment and utility systems and assist in FAT/SAT of related equipment as part of the new buildouts.
Participates in vendor bid solicitation, selection and contract management.
Responsible for the performance of preventative & repair maintenance of utility system equipment, periodic inspections of utility systems to ensure proper operation, and daily checks/repairs in compliance with Standard Operating Procedures (SOPs).
Analyze trends and identify issues and improvement opportunities proactively.
Coaching and mentoring of Technicians in the execution of routine operations and maintenance works.
Ensure that contractors are delivering quality services.
Ensure that all internal customer demands are being met.
Compliance with local regulatory laws is also required.
Major Responsibilities:

Responsible for developing the standard operating procedures, implementing preventive and predictive maintenance, calibration program to ensure utilities equipment are maintained to the highest level of Safety & Quality. This includes routine and plant major shut down activities.
Responsible for support and execution of equipment qualification such as commissioning, IQ/OQ/PQ.
Lead a team of technicians and contractors for day-to-day utilities operations to ensure zero downtime of utilities systems and drive continuous improvement projects/initiatives.
Preparing operation and maintenance zero base budget.
Carry out other work or task as directed by Manager.
Requirements:
Bachelor of Engineering Degree in Mechanical/Electrical/Chemical Engineering or related discipline.
