Manager, Tenancy (2 years contract)

We are seeking a team player to join us for the day-to-day management and operations of SFA’s managed infrastructures and facilities such as Pasir Panjang Wholesale Centre, Jurong Fishery Port, and Marine Aquaculture Centre. The successful candidate would ensure the efficient operation of these vital premises, contributing to SFA’s mission of ensuring a supply of safe food for Singapore. This role requires a proactive approach to tenancy and facility management, as well as an aptitude towards leveraging technology to enhance operational efficiency, safety/security, and sustainability efforts.

Facilities Management

1. Conduct site visits, inspect and audit the facilities management contractors and the operators residing in the facilities to ensure that SFA’s facilities are safe, clean, and in compliance with management guidelines, contracts, and/or lease agreements.
2. Develop guidelines, implement processes, and digitalisation systems to ensure the safety and security of facilities and tenants. This includes regular review of contingency plans, developing guidelines, and conducting risk assessments to ensure compliance with regulations and best practices.
3. Source, evaluate, and establish tender specifications and contracts for SFA’s premises, including preparing tender and contract specifications for the development and maintenance of facilities and infrastructure.

Tenancy Management

1. Coordinate with the appointed managing agent(s), vendor(s), and/or external stakeholders such as operators/association to address tenant concerns and operational needs.
2. Manage tenant onboarding and renewal processes, including rental agreements and fit-out requirements.
3. Ensure compliance by tenants with House Rules (for SFA-managed trade facilities) and with planned improvement projects. This includes joint ad-hoc inspections with stakeholders (e.g., other government agencies) to enforce against non-permitted activities.
4. Recommend new technologies to support the facilities’ digital transformation, safety/security, and sustainability needs, and/or enhance operational decision-making. Other duties may be assigned to you from time to time.
