[What the role is]
You will be part of a team of marine professionals under MPA’s Shipping Division, responsible for the development of standards for Singapore’s maritime education, training and certification of seafarers, accreditation of maritime training courses and programmes, and upgrading the skillsets and competencies of maritime professionals.
The role entails leading and overseeing the implementation of the Maritime Energy Training Facility (METF), which was established by MPA and various industry partners to train and equip maritime personnel and seafarers with the skills and competencies to use alternative fuels and new technologies. Your primary responsibilities will include partnering institutes of higher learning, training service providers and companies to curate, accredit and review maritime decarbonisation training programmes and curriculum, as well as to manage and coordinate the arrangement of training facilities of the METF.
The role will involve working closely with other MPA Divisions to develop strategies and policies that ensure the long-term relevance of the METF, taking into account changes in the international and domestic regulatory and maritime landscape. The role will also require regular interactions with industry, organisations and members of the public to profile the manpower development efforts and outcomes of the METF.
These efforts will contribute towards strengthening the competencies of the global maritime workforce as well as seafarers, and facilitate the shipping industry’s decarbonisation transition.

  1. Accreditation and evaluation of training programmes, with particular focus on alternative fuels and new technologies, including the review and assessment of curriculum and syllabus to ensure alignment with domestic and international standards.
  2. Organise and participate in stakeholder engagement with key partners such as training service providers, institutes of higher learning, maritime companies and industry organisations to expand the suite of training offerings under the METF.
  3. Oversee the coordination, maintenance and improvement of training facilities to support the operationalisation of the METF, including integration of new technologies and resources to facilitate training delivery.
  4. Plan, develop and execute strategies to facilitate the roll out of maritime training programmes in Singapore.
  5. Review and formulate strategies to ensure the long-term and continued relevance of the METF.
  6. Carry out periodic inspections and moderation of training programmes conducted by accredited training service providers and institutes of higher learning to ensure compliance with domestic and international regulatory standards / requirements.
  7. Represent Singapore at key international, regional and bilateral forums, and contribute to technical discussions on topics including maritime decarbonisation and maritime manpower development.

[What we are looking for]

Prior knowledge and/or experience in maritime, international shipping regulations (e.g. IMO / ILO instruments such as SOLAS, MARPOL, STCW, MLC etc), and programme management and administration will be essential for the role.

Candidates with experience working onboard ocean-going vessels, or with exposure to alternative fuels as well as zero or carbon emission technologies will have an added advantage.

Candidates should be results-oriented with proven conceptual and analytical skills; have excellent verbal and written communication skills; and demonstrated ability to manage work independently and as part of a team.

Candidates should be meticulous; able to multi-task and work well under pressure; and be proactive in stakeholder engagement to achieve alignment of interests and understanding.
