Job description

The Assistant Director will support the Partnership Forward Planning Office in reviewing, refreshing and strengthening PA's strategic approach to community partnership. The role will analyse the current partnership landscape and anticipate future trends to enhance PA's partnership network. It involves developing partnerships with a focus on addressing structural, system, and people gaps to ensure long-term sustainability and effectiveness. Additionally, the role will manage the implementation of refreshed Partnership strategic actions across PA Divisions.

Key duties and responsibilities:

Planning and Development of Partnership

  • Support the team in planning and establishment of partnership framework in alignment to PA’s strategic outcomes.
  • Develop and review new and existing partners’ engagement strategies, principles and processes to guide internal stakeholders in growing PA’s partnership.
  • Responsible for the preparation of periodic reports to PA Management, synthesize develop and implement the roll out of strategic plans for the development of partnership engagement targets and work across relevant PA Divisions.
  • Evaluate partnership engagement and collaboration outcomes to ensure alignment with PA directions and continued relevance to partners.

Research and Data Management

  • Oversee evidence-based research and environment scanning to identify and support the growth of partners; as well as support co-creation of initiatives between partners and engagement/partnership/grassroots divisions.
  • Perform periodic data analysis and glean insights to support divisions in partners’ outreach and engagement efforts.
  • Work with relevant PA Divisions to develop systems to support effective data collection.
  • Oversee the maintenance of comprehensive records on updated and relevant records of data, programmes and projects, ensuring data quality to enhance partner matching and management reporting.
  • Study and analyse PA partners’ engagement efforts to provide insights and facilitate the building up network of partners for PA through evidence-based research and analysis.
  • Documentation of partnership development efforts across relevant PA Divisions.

Relationship Development & Management

  • Work closely with relevant PA Divisions to understand ground needs and identify relevant partners.
  • Monitor partners’ engagement and identify potential areas to strengthen relationship.
  • Understand partners’ needs and develop action plan to advance collaborative initiatives and platforms to facilitate engagement and outreach.

Capability Building & Projects Management

  • Support Partnership Unit in building capability in partnership work of relationship managers across the Operations Cluster.
  • Work with relevant PA divisions to strengthen Community Volunteers initiative using insights of partnership framework.
  • Support Partnership Unit in upkeeping of the PA Knowledge Manual for the PA Network of Partners, documenting the whole of PA’s partners engagement history and operating engagement philosophy.

Branding and Media

  • Support marketing and branding strategies to create awareness of PA’s Partnership approaches.
  • Work with relevant PA Divisions to conceptualise and manage contents for PA’s Partnership initiatives and strategies.

Partnership Database Development and Management

  • Lead the design and establishment of a whole of PA central Partners’ Data Management System.
  • Oversee the implementation of the central Partners’ Data Management System for usage across PA Units.
  • Manage and monitor the usage of the Central Database System and perform data integrity check and cleansing, as necessary.

Secretariat Support and Administrative Functions

  • Support the office to work closely with C2030 secretariat and Transformation Office.
  • Oversee the annual budget projection, utilisation and expenditure accounting of the PFPO to ensure compliance with the financial and procurement guidelines.

Other ad-hoc duties

  • Administrative support and involvement in ad-hoc project, workgroups and committees as required.
  • Perform any other duties as assigned by Senior Officers.

Knowledge & Skills

Minimum: 5 years of relevant work experience in Business Administration, Marketing or Communications
Desired: > 5 years of relevant work experience in Business Administration, Marketing or Communications

  • Proficiency in Microsoft Office suite; including Word, Excel, PowerPoint and Access.
  • Good analytical and interpersonal skills.
  • Experience in leading and guiding a team.
  • Meticulous, resourceful and proactive.
  • Prior experience in managing social media channels, design / development of data management systems & data analysis, administering corporate social responsibility programmes, marketing and/or sponsorship functions, partner engagement or community outreach programmes, and people sector work would be an added advantage.
