We are looking for a Senior Manager for our Procurement team. The candidate should have good knowledge of public procurement policies and guidelines. The candidate will lead a small team to support stakeholders in all aspects of the end to end procurement cycle.

[What you will be working on]

Responsibilities:

  1. Review of documents prior to publication of quotation/tender (ITQ/ITT)
  2. Review and provide feedback on Quotation & Tender Evaluation Reports
  3. Review and approval of awards
  4. Assist and provide advice/guidance to stakeholders and leading team members to resolve matters with stakeholders
  5. Manage the tendering and quotation documents/processes to ensure compliance with procurement policies and guidelines
  6. Continuous review of policies and procedures in areas pertaining to procurement to ensure compliance with applicable regulations; and to roll out new guidelines/advisory
  7. Liaise with agencies on IM procurement rules
  8. Co-Lead procurement development projects
  9. Supervise, guide and motivate colleagues in the procurement team
  10. Provide advice/guidance and conduct trainings for Schools and Departments
  11. Involvement in procurement development projects to enhance procurement process efficacy
  12. Identify opportunities for process improvements
  13. Any other procurement related functions and initiatives

[What we are looking for]

Requirements:

  1. Minimum 5 years of experience in public procurement
  2. A resourceful team player who has demonstrated ability to work independently in a fast pace environment
  3. Possess good analytical and problem solving skills to address cross functional work issues
  4. Good verbal and written communication
  5. Proficiency in Microsoft Word, Excel and PowerPoint
  6. Hands-on experience with procurement platform, GeBIZ, and Cumulus (Workday) system will be an added advantage

Successful candidate will be offered a 2-year contract in the first instance.
