Connect Energy is partnering with an Engineering Consultancy firm for a project in South Western part of Singapore.
Responsibilities:
Provides advice in contract management and claims management
Performs roles delegated by the Project Director / Deputy Project Director to ensure consistent implementation of directives from client and the Project Management Team
Supports the PMT in review of contractors' documents relating to variation works and claims including Extension of Time, Loss& Expense etc and provides guidance and a consistent direction on contractual aspects across the contracts
Monitor and reviews the contractors' overall progress claims, variation orders and superintendent office log, interim valuation and payment, client's budget and cost control and settlement of final accounts
Provide oversight and leads in tender exercises for contracts including clarifications, evaluations, interviews and award of contracts.
Analyses tender outcomes and leads in the preparation of evaluation reports for client.
Prepares and edits position papers on contracts
Prepares progress reports on the status of contracts, progress claims, variations and insurance claims
Establishes client's requirements and undertake feasibility / budget studies, cost analyses as required
Performs audit reviews of the quantity take off measurements performed by JV's ouantity Surveyors (QS)
Supports the Project Director and Deputy Project Director in meetings with tunnel contractors, detailed design consultants and client relating to overall contractual position
Attends monthly progress meeting
Represents the meetings with various departments, government agencies and stakeholders
Provide guidance and advice to team
Maintains awareness of statutory building regulations and the different building contracts in current use e.g PSSCOC , SIA etc
Any other duties assigned by Project Director / Deputy Project Director / PMT
Requirements:
Degree in Quantity Surveying, Building or equivalent.
Min. 15 years experience in similar role in construction industry.
Have relevant certificates recognized by PE Board of Singapore, Singapore Institute of Chartered Surveyors and Valuers
Experience in projects relating to deep excavation and tunneling works, underground construction and water /waste water infrastructure
Good understanding of environmental and safety requirements
Shall have experience in contract management and handling of claims and disputes
Shall have experience and proficiency in drafting of specifications and Bill of Quantities for major construction works
Extensive knowledge and experience in standard form contracts used Singapore Public Sector e.g PSSCOC
