Overview

Element has an opportunity for a Divisional Safety, Health and Environmental (SHE) Business Partner who will be primarily responsible for all of the policies, practices, and operations for the Safety, Health, and Environmental functions within Company operations. In this role, you will work with the business leaders and employees of the division to support the implementation of the company's safety, health and environmental (SHE) programs. This position reports directly to the HSE Business Unit Director and has a dotted line reporting to the Divisional Operations Director. The office for this position will be based on the location of the candidate and proximity to an Element location.

This role will be based in the Sungei Kadut Loop area of Singapore and will have project responsibilities across multiple business units in Jurong, Tuas, and Kaki Bukit areas.

Responsibilities

Primary responsibilities include:

  1. Implementation of strategic improvements and initiatives for continuous improvement and alignment of SHE management systems across the division.
  2. Achieve a step change in HSE management by building HSE accountability and responsibility through the operational teams.
  3. Coach and lead the SHE community in the development of effective ways of working where learning and development is at the heart of everything we do.
  4. Developing, procuring, implementing, and managing organisational SHE policies, programs, practices, and procedures.
  5. Raise awareness of SHE through audits and assessments to identify development needs and gaps (both macro and micro) and implement programs to close the gap.
  6. Measure and analyze SHE KPIs.
  7. Ensure compliance with statutory and company requirements.
  8. Support mergers and acquisitions as necessary.
  9. Responsibility for business-level partnership working with the GM for one entity in Singapore.

Essential Duties and Responsibilities:

  1. Responsible for the execution of a company’s SHE management system and focused SHE program.
  2. Partner with location management teams (General, Operations, and Departmental Managers) to understand SHE concerns, opportunities, and gaps and provide solutions to close the gaps.
  3. Develop and deliver SHE training as well as the development of SHE programs based on organizational needs.
  4. Determine and develop a process to track the effectiveness of safety programs.
  5. Support Management to comply, audit, and maintain general regulatory and management system compliance.
  6. Advise and assist managers and employees in identifying SHE risks, implement control measures and improvement opportunities.
  7. Responsible for the reporting on the performance of the SHE management system, ensuring two-way communication to management, colleagues, and any other interested parties.
  8. Support incident and injury investigations and partner with insurance carriers to manage worker compensation and other loss claims.
  9. Champion the development of the One Element – Safety culture to ensure alignment with company guiding principles, business vision, and company values.
  10. Establish relationships with outside organizations and institutions as required to develop programs, training content, or to refer employees for outside safety training solutions appropriate to their training needs.
  11. Mentor location safety leaders in the development of those roles.

Skills / Qualifications

  • Degree in Risk/Loss/Safety Management, Engineering, Occupational Safety, or other related fields or an equivalent combination of education and experience.
  • The candidate must have a strong understanding of country/local safety, health, and environmental laws and legislation. Minimum experience level: 5-10 years of experience in a Safety, Health, and Environmental leadership role with management experience.
  • Experience of site-based activities (in industrial or construction) preferred. Familiar with ISO14001/45001/BIZSAFE management system certification.
  • Ability to calculate figures, statistics, and amounts such as safety and health data as well as exposure limits. Ability to apply concepts of basic algebra and geometry.
  • Must have a strong understanding of country/local safety, health, and environmental laws and legislation.
  • Ability to solve practical customer problems and proficient in Microsoft Applications (Access, Word, Excel).
  • Excellent communication skills in English.
  • Team player able to interact well externally as well as internally.
  • Willing to travel to locations within Singapore as required.
