Job description

Duty & Responsibilities

  • Design, develop and implement T&D strategy aligned to business objectives.
  • Develop & implement operation/technical skill framework.
  • Work closely with line managers to identify short-term and long-term training and development needs and key skills required.
  • Plan & conduct site Training Needs Analysis and formulate Training Plan.
  • Plan & conduct site technical skills competency assessment and formulate relevant training with relevant business leaders.
  • Create learning courses to track skills and competencies attainment.
  • Customize training materials to meet the specific needs of the company and respective department objectives.
  • Create and update training manuals, e-learning modules, and other instructional materials.
  • Manage, administrate, coordinate and conduct both internal and external training.
  • Provide T&D related methodologies advice to key stakeholders.
  • Manage T&D budget.
  • Work with relevant Singapore government agencies like WSG, SBF and e2i to maximize funding to training and development activities of sites, where possible.
  • Continuously evaluate training processes for efficiency and effectiveness and make improvements as necessary.
  • Evaluate the effectiveness of training programs through assessments, surveys, and feedback.
  • Track employee progress and development, providing reports to senior management on training outcomes.
  • Ensure all training programs comply with industry regulations, certification and company policies.
  • Foster continuous training and development opportunities for employees to stay with current industry trends and career advancements.
  • Perform any ad-hoc duties assigned by superior.

Requirements

  • Bachelor’s Degree in a relevant field such as engineering, human resources, or business administration / Diploma in relevant field such as human resource, or chemical process technology with a minimum of five years of experience in training and development and some supervisory experience.
  • Minimum of 3 years T&D experience and/or HR professional handling T&D or organization development tasks across different levels of employees in a manufacturing or chemical industry.
  • Certification in training or instructional design (e.g. ACTA, CPLP, CPTM).
  • Experience in planning, design, deploying, facilitating, and conducting training.
  • Experience with eLearning development tools or platforms.
  • Good communication, presentation, interpersonal, and analytical skills.
  • People-oriented and able to interact well with individuals at all levels.
  • Ability to handle multiple tasks and meet deadlines.
  • Possess strong organizational and leadership skills.
