Threat Management Technical Program Manager, Global Security Organisation - TikTok, Singapore

Team introduction:
The Global Security Organization provides industry-leading cyber-security and business protection services to TikTok globally. Overview of this role:
As part of the Threat Management, Incident Response & Investigation (TMIRI) pillar, you will be part of the Technical Program Management (TPM) team that ensures projects are on track and help push security initiatives. You will collaborate closely with various teams, including Security, Privacy, and Engineering, aligning priorities and goals of various projects.

Responsibilities:

• Oversee the end-to-end delivery of projects within TMIRI, coordinate cross-departmental resources, and ensure projects are delivered on time, with quality, and achieve defined objectives.
• Support the team in addressing security risks, coordinate resources to address risk governance needs in areas such as security hardening strategies, data security, and vulnerability management, and enhance TikTok's overall security posture.
• Identify gaps and areas of inefficiency in internal processes and drive the changes necessary to improve them.
• Develop and manage project schedules, identifying risks and mitigation strategies, while ensuring timely delivery of milestones and objectives. Experience in working with international teams is preferred.
• Manage stakeholder communication, ensuring alignment of expectations, project goals, and transparent reporting on progress.

Minimum Qualifications:

• Bachelors’ Degree or industry equivalent work experience in CyberSecurity with a focus on security analytics and incident response.
• 5+ years of applicable experience.
• Proficient in using Python and related tools (numpy, pandas, sklearn, e.g.) to analyse logs, identify anomalies, and propose detection strategies.
• Familiar with common security offense/defense techniques, with hands-on experience in developing and implementing detection rules at scale.
• Possess a strong understanding of security fundamentals across networks, hosts, applications, and containers, with the ability to comprehensively address various security threats.

Preferred Qualifications:

• Proficient in at least one of the following security products: WAF, HIDS, NTA, EDR or DLP, with practical experience in strategy development and knowledge of industry best practices/ frameworks (MITRE ATT&CK, NIST CSF, etc).
• Familiar with Detection-as-Code pipelines, integrating with in-house security tools to scale custom detections.
• Strong communication skills, ability to collaborate effectively with team members, self-motivated, and team-oriented.
• Preferred certifications - GCIA, GCIH, GREM, OSCP, OSCE³.
