Purpose and Scope

Responsible and Lead the planning, design and project development of CCGT power plants, water, utilities, and renewable energy projects including pre-feasibility/ feasibility studies, technical due diligence, project plans, resource plans, cost estimation, site survey, technical proposal, project / EPC scoping, strategy, schedule, vendor & EPC selection and review, determine LCOE, budgetary quotation review and clarifications, and all related technical support and solutions etc.

Key Roles and Responsibilities

• Identify potential sites for Projects development, conduct feasibility studies, resource assessments
• Analyse technical, financial, and regulatory aspects to assess project viability.
• Manage team for efficiently perform pre-feasibility/ feasibility studies, front end engineering design (FEED) and basic design
• Working with the technical teams, commercial, procurement team and lead thetender process, tender assessment for EPC contractors, OEM selection, LTSA, surveys etc. till Contract award.
• Oversee and control the project budgets, ensuring financial efficiency and profitability.
• Coordinate with cross-functional teams to ensure all project aspects and teams are aligned & integrated.
• Liaise with customers, stakeholders, including government agencies, investors, community groups, and environmental organizations.
• Facilitate effective communication and collaboration among all project participants and stakeholders.
• Foster a collaborative and high-performance work environment.
• Oversee the safety requirements of projects namely HAZOP, QRA, EIA, SPD studies etc.
• Identify potential project risks and develop mitigation strategies.
• Monitor project progress and adjust plans as necessary to address challenges and opportunities.
• Implement quality control measures to ensure the highest standards are met throughout the project lifecycle.
• Conduct regular project reviews and audits and present project status reports to senior management and stakeholders.
• Ensure comprehensive project documentation and records and maintain project team and participants.
• If required, flexible to oversee the construction, Testing, commissioning of renewable projects. Ensure projects meet performance and quality standards.
• Manage the handover process to Project execution team.
• Coordinate with regulatory bodies for permits, licenses, and compliance with local and international standards.
• Ensure all activities carried out are in full compliance to all regulatory and authority requirement of Singapore and other SEA countries (Philippines, Malaysia, Vietnam etc.) i.e. Energy Market Authority Act, Electricity Act and local Code of Practices during execution of Engineering Design.

Qualification, Skills and Experience

• Bachelor's or Master's degree in Engineering (Mechanical, Electrical, Civil) or a related field. An MBA or Project Management certification is an advantage.
• Certifications in renewable energy (e.g., Renewable Energy Professional) are advantageous.
• Demonstrated experience in developing and executing CCGT, water, utilities, and/or renewable energy projects from concept to completion.
• Minimum of 15-20 years of experience in project management, with at least 10 years project development.
• Understanding of energy markets and regulatory frameworks.
• Have a passion and experience in areas related to energy transition and infrastructure
• Knowledge of energy systems (CCGT, solar, wind, battery storage, etc.), grid infrastructure, and regulatory frameworks
• Experience with EPC and O&M contracts.
