Job description

Job responsibilities:

Cost Estimation and Budgeting

  • Prepare accurate cost estimates based on project requirements, drawings, specifications, and market rates.
  • Develop and monitor project budgets, track expenditure, and identify cost-saving opportunities.

Tendering and Contracts

  • Manage tender processes including preparing tender documents, taking off quantities, analyzing quotations and negotiation with suppliers and subcontractors.
  • Administer construction contracts, handle variations, claims and contractual disputes.

Cost Control and Monitoring

  • Implement cost control measures to ensure projects stay within budgetary limits.
  • Monitor project costs, analyze variances and provide regular cost reports and forecasts to stakeholders.

Value Engineering and Risk Management

  • Identify value engineering options to optimize project costs without compromising quality or performance.
  • Assess and mitigate project risks related to cost, contracts and procurement.

Team Leadership and Collaboration

  • Lead and mentor a team of Quantity Surveyors, providing guidance, training, and support as needed.
  • Collaborate with project managers, engineers, architects, and other stakeholders to achieve project goals and deliverables.

Client and Stakeholder Management

  • Build and maintain strong relationships with clients, subcontractors, suppliers, and regulatory authorities.
  • Communicate effectively with stakeholders, address their concerns, and ensure project requirements are met satisfactorily.

Requirements:

  • A bachelor's degree in Quantity Surveying, Construction Management, Civil Engineering, or a related field.
  • Proven track record of successfully managing large-scale construction projects, overseeing cost management processes and/or leading QS teams.
  • Strong knowledge and proficiency in cost estimation, cost control, and contract administration processes.
  • Proficiency in using quantity surveying software and tools such as CostX, Bluebeam, or other similar applications.
  • Knowledge of construction contracts in Singapore (SIA, REDAS, PSSCOC, etc) including FIDIC.
  • Strong leadership skills to effectively lead and mentor junior staff providing guidance, training, and support as needed.
  • Ability to work collaboratively in a team environment and manage multiple projects simultaneously ensuring quality, timeliness and compliance to budgetary constraints.
  • Highly organized and detail oriented.
  • Excellent communication skills, both verbal and written, to convey complex technical information clearly and effectively.
  • Strong negotiation skills to handle contract variations, claims management, and resolve disputes while maintaining positive relationships with stakeholders.
  • Advanced analytical skills and strategic thinking to identify cost-saving opportunities, value engineering options, and risk mitigation strategies.
  • Ability to analyze project data, financial reports and performance metrics to make informed decisions and recommendations.
