Director of Public Policy

Job Summary

Canopy Sands Development (“CSD”) is a real estate master developer that aims to redefine sustainable development in emerging markets and bring about transformative impact to uplift local community. CSD is embarking on a public-private partnership (“PPP”) project for a special economic zone development, that envisions to be a hub for the tourism and financial sector in the country.

We are seeking a Public Policy Director candidate to join our team, and set up the newly established public policy function. In this role, candidate will lead policy development and advocate best practice policies and regulations alongside PPP stakeholders, to promote sustainable development and business-friendly environment in the special economic zone.

What you will do:

• Work closely with PPP task force (including the Government) to draft enabling policies and regulations for the SEZ
• Develop frameworks for tax incentives, legal arbitration, risk management and investor-friendly regulations tailored to the financial and tourism sectors
• Monitor project progress and adjust strategies accordingly
• Provide research-backed recommendations to steer task force and committee strategic direction to promote FDI and zone’s sustainable development
• Lead industry forums across target markets to gather feedback and foster consensus monitor and guide policy initiatives under the PPP task force
• Develop meaningful partnerships with international organizations and private sectors to accelerate soft infrastructure development within the zone
• Build relationships with stakeholders (Government agencies, international organizations, private sector partners, etc.)
• Build and train up an internal public policy team to front department objectives

What you should bring:

The ideal candidate should possess at least 7 years of experience in public sector or government/public strategy consulting roles, with a focus on developing and supporting policy strategies

• Proven track record in managing and designing policy frameworks, with ability to engage with key stakeholders for implementation
• Project experience in SEZs, tourism and financial sectors, particularly in emerging markets will be advantageous
• Role will be based in Singapore. Frequent business travel is required
• Academic English is mandatory, business Chinese fluency is advantageous
