As a Director of APAC Data Center Capacity Delivery you will be a part of a creative, efficient team tasked with tackling fascinating and challenging problems building and supporting the operations of Amazon data centers. The Amazon Construction organization are part of a fast-paced team delivering data centers for our Customers. Our data centers are industry leading examples of energy efficient, cost-effective designs. The Director of APAC Data Center Capacity Delivery is ultimately responsible for leading all disciplines under our Construction organization including Construction, Commissioning, Controls, and Critical Projects.

AWS Infrastructure is seeking a passionate, talented, and proven senior leader responsible for the strategy and delivery of data center capacity across the region. The individual will be responsible for high quality, on-time and cost-efficient delivery of data center capacity for all existing and new regions in the Asia Pacific geography. This includes leading the activities on-site execution teams who perform the construction of new data centers, upgrade and repair existing data centers, install Building Management (BMS) and Electrical Power Monitoring Systems (EPMS) for Controls, including on-going operations support and system upgrades, and quality control testing and commissioning to ensure high quality standards are maintained – they own the quality, schedule and cost of physical data center infrastructure deployment, and coordinate the construction and controls installation with partners across infrastructure ahead of final hand-off to our Operations teams.

The Director of DCCD, APAC provides the overall direction, guidance and vision for their teams, and ensures alignment with partners from other infrastructure organizations so that work is completed in accordance with safety, quality security standards, and meets delivery time frames to support the demand of our customers. Of particular importance is scaling to meet customer capacity, including new and expansion regions, and innovating to optimise the key performance metrics of safety, cost, speed, quality, which are the success measures of the team. This leader owns the responsibility of leading 150+ full time employees (FTEs), and oversees 100’s of vendor headcount located in 11 distinct regions in 8 existing countries in the APAC region, with the addition of several in flight new regions, who perform work of a total of 40 distinct Availability Zones (AZs) within those countries.

They are responsible for the hiring, growth, and development of APAC based staff, maintain an inclusive work environment, and ensure diversity in hiring and team growth. The candidate leverages mechanisms for management of ground up construction operations and specialized work around live racks in active data centers, and extends best management practices to the vendors who perform the work. In addition, they maintain regional ownership and execution of New Region deployments and new products in APAC. The Director DCCD leads their regional team’s actions using broad expertise and unique knowledge, country by country, that contributes to the development of objectives and principles to achieve business goals on a regional scale. They operate with autonomy and discretion, and develop long-term construction strategies that influence executive leadership decisions.

Once builds are committed, this role requires regional knowledge of all in-flight projects, potential major risks, and in-depth knowledge of ongoing issues and remediation efforts across a across multi-disciplined team. After initiation, ongoing monitoring is required to data center execution is on track to meet the original commitments, including ongoing adjustments made to meet continuously changing business demand.

Key job responsibilities

  • Execute. We are planning and building physical infrastructure at an unprecedented scale and pace. Failure to deliver data center capacity can constrain and impact our customer’s business. We have to deliver on our project and program due dates and commitments. The leader of this space needs to be constantly looking around corners, and adept at diving into the details to uncover and mitigate risk.
  • Build, develop and inspire a deep and talented bench of multi-disciplined technical leaders in the construction, commissioning, critical projects and controls space.
  • Develop mechanisms to ensure that contracted resources (General Contractors, etc) deliver work to meet duration and quality targets, addressing and ensuring the correction of under-performance.
  • Construction project management and oversight of construction related activities as they relate to new builds or general capital projects. This will include monitoring of the base build project scope, timeline, and budget and ownership of the fit-out project scope, timeline, and budget.
  • Have an ability to earn trust and autonomously influence construction decisions where project control is limited.
  • Direct interface with construction general contractors or developer during the bidding, award, execution, and project closeout/punch list phases.
  • Work with general contractors, developers and vendors to deliver efficient and high quality project turn-overs.
  • Lead negotiations with general contractors and developers and evaluate bids/proposals with detail and accuracy.
  • Creation of construction project scope and request for proposals.
  • Capital requests/financial analysis of construction work including change orders, purchase orders, and invoicing.
  • Construction project management for specific initiatives aimed at increasing the resiliency of our data centers.
  • Construction submittal review including contractor and developer supplied mechanical and electrical equipment for compliance with contract documents.
  • Construction project quality control including the creation of a commissioning plan and support of the commissioning process.
  • Recording and reporting key construction metrics to team members and management.
  • Drive teams to perform troubleshooting and root-cause failure analysis associated with equipment or electrical failures.
  • Be a leader within the group as well as within internal and external teams that support the data center.
  • Travel to data center sites for engineering evaluations, electrical systems audits, mechanical system reviews, start-up testing, and full commissioning, as required. Up to 30% International travel required.

Technical Leadership

  • Provide technical direction within the APAC Capacity Delivery team in the analysis of site-work, building design, master site layout details, schedules and materials, including long lead equipment used in data centers.
  • Drive innovative DCCD solutions that reduce cost, improve quality, and decrease the build timing.

Cost Ownership

  • Oversee the development, competition, and negotiation of contracts with DCCD vendors and present formal documentation for approval.
  • Ensure that contracts are fit for purpose, cost effective and incorporate appropriate analysis.
  • Represent all DCCD team related activities in executive staff meetings, including funding requests, correction of errors explanations, and staffing support efforts.
  • Align DCCD cost estimating for future builds (including new APAC regions), cost controls, and procurement activities with on-the ground management of physical plant execution.
  • Ensure alignment and collaboration with all partner teams so that a full data center project is completed in an efficient and cost-effective manner and outside partner teams (Cabling, Real Estate, Networking, Software).
  • Work with multiple and varied permitting entities, at all governmental levels and in multiple countries, to obtain DCCD related permissions to build and occupy data centers.

Basic Qualifications

  • Bachelor’s degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, Construction Management or an equivalent engineering science OR 10+ years of related construction management experience in lieu of a degree.
  • 10+ years of recent experience in construction management of large, complex projects involving large-scale mechanical, electrical, and plumbing (MEP) plants.
  • Experience leading and managing a regional team in multiple time zones.
  • Launching physical infrastructure and/or industrial facilities in new countries.
  • Understand electrical and mechanical engineering principles including cooling systems breaker coordination studies, switch-gear sequence of operations, local electrical codes.
  • General contractor and vendor management experience (request for proposals, bidding, change orders) associated with construction and project execution.

Preferred Qualifications

  • Master’s degree in engineering or construction management.
  • Ability to effectively communicate Amazon requirements to various audiences (e.g. senior management, peers, public officials, vendors, etc.).
  • Significant experience with technology companies and leveraging construction best practices to drive technology company needs.
  • Exhibit in words and actions a passion for inclusion, diversity and equity. Be not only an active participant, but a leader on Amazon’s ID&E initiatives.
  • High judgment leader who can frame investments and proposals that balance short and long-term goals.
  • Strong bias for action, including the ability to juggle multiple priorities and effectively deliver in a highly matrixed environment.
  • Experience directly related to the design or construction of data centers/critical infrastructure or large-scale mechanical and electrical plants.
  • Experience working in Colocation data center environment and on construction projects across APAC region.
  • Experience with large scale technical operations, mission-critical mechanical/electrical infrastructure, or large-scale compute farms.
  • Define data center system-level architecture, specify/document performance and equipment requirements, create/communicate conceptual designs, and create/maintain project documentation.
  • Knowledge of building codes and regulations.
  • Value engineering: Proven ability to reduce costs through creative solutions with no impact on quality and reliability (new designs, technology, or construction methods).
  • Experience in controls and commissioning of large-scale projects.
  • Experience with power management and power monitoring systems.
  • Certifications such as Professional Engineer (PE), LEED, and/or Certified Construction Manager (CCM).
  • Possess clear English written and verbal communication skills and ability to use data to justify conclusions.
