Manage project-wide design scope and design change, maintaining records of changes.
Create, measure and implement effective design and quality management strategies across agencies that are sustainable, fit for purpose and derive positive outcomes through the various stage gates of the project lifecycle, utilising innovation to update in accordance with project progression.
Manage the design programme and programme changes.
Oversee and manage regular design status reporting.
Lead and develop electrical distribution system and subsystems design and interface management plan, including external resources in project-based teams to deliver the projects in accordance with project requirements.
Prepare the design requirements in accordance with project requirements and issue to the Manufacturer/System Provider Design Team.
Act as the main interface between the Manufacturer/System Provider Design Team, the Project Team and the Client, to ensure the transparent flow of information.
Review design proposals from Manufacturer/System Provider Design Team against the design brief and ensure that all required scope items are priced and programmed. Ensure project risks and design assumptions are communicated to the project team.
Assume accountability for design management principles, outputs and strategies and act as the point of escalation for complex matters that have the potential to impact the design and program.
Develop effective technical delivery processes to improve the production of design deliverables to time/cost/quality.
Provide expert electrical distribution system and subsystems design and interfacing services, to complete projects against specified Key Performance Indicators, considering scope, quality and safety considerations and allocated budgets and timeframes to deliver valuable commercial outcomes that benefit the project.
Manage processes for new electrical connections to the distribution network.
Assist in the development of Test & Commissioning Plans, Integrated Test Plans, Quality Acceptance Test Plans, etc.
Identify opportunities for increase in turnover/project margins with respect to works.
Completion of works within budgeted cost.
Maximise commercial outcomes by influencing, coaching and supporting teams to effectively manage complex stakeholder relations (Owner, Consultant or Main Contractors), negotiate with key stakeholders in forums related to the project, ensuring advocacy.
Assume accountability for managing compliance of the multidisciplinary Manufacturer/System Provider Design Team with the requirements of professional practice and/or the Assurance Plan and/or as directed by the Project Manager to provide consistent output of electrical design and planning/interfacing services, to ensure compliance with safety, operational and environmental legislation, regulations and practices.

Requirements:
Bachelor Degree in Electrical Engineering and minimum 5 years of relevant working experience in electrical distribution system and building services design.
Knowledge and experience of the Rail/Infrastructure Industry.
Demonstrable experience in managing and coordinating design processes and teams.
Expertise in the design of High/Low-Voltage and Programmable Logic Controller (PLC) systems.
Extensive knowledge of industrial standards/guidance/good practices.
Strong knowledge of Electrical Design & System Code of Practice (CP) and Singapore Standards (SS).
Strong knowledge of health, safety and environmental regulations.
Capable of reading electrical drawings, construction drawings and 3D BIM Modelling.
Good interpersonal, planning, analytical and problem-solving skills.
Able to work independently.
Knowledge in BIM/AutoCAD skills will be an advantage.
Proficient in the use of standard industry design tools, such as ProDesign/Amtech, Etap (or other relevant software packages).
