Job Overview:

The Deputy Director of the Strategic Planning Team will play a pivotal role in shaping and driving the strategic initiatives of A*STAR Science and Engineering Research. This position requires a dynamic and forward-thinking individual who can work closely with senior leadership to develop and implement strategies that enhance the research and innovation landscape in science and engineering.

Key Responsibilities:

  1. Strategic Planning: Assist in the development and implementation of long-term strategic plans and goals for A*STAR Science and Engineering Research. Conduct research and analysis to support strategic decision-making processes. Translate complex scientific and engineering insights into actionable plans.
  2. Program Management: Orchestrate high-impact initiatives that align with organizational goals. Oversee and manage key strategic proposals and initiatives. This will involve coordination across multiple internal and external stakeholders including government agencies, industry partners, and academic institutions.
  3. Performance Monitoring: Develop and implement performance metrics to evaluate the effectiveness of strategic initiatives. Prepare reports and presentations for senior management and stakeholders.
  4. Policy Development: Contribute to the formulation of policies and guidelines that support A*STAR's strategic objectives. Provide recommendations based on best practices and emerging trends in science and engineering research. Optimize research frameworks that foster interdisciplinary collaborations.
  5. Team Leadership: Provide leadership, guidance, and mentorship to a team. Foster a collaborative and innovative work environment.

Qualifications:

Education:

  • Degree in science, engineering, business administration, or public policy. A PhD is preferred.

Experience:

  • At least 8-10 years of experience in strategic planning, project management, or policy development in a research or technology-focused organization.
  • Experience leading a small team is highly desirable.
  • Experience in the public sector or with research councils is highly desirable.

Skills:

  • Strong analytical and problem-solving skills.
  • Excellent communication and interpersonal skills.
  • Proven ability to manage complex projects and lead cross-functional teams.
  • Ability to work in a fast-paced, dynamic environment.
  • Prior knowledge of Singapore's Research, Innovation and Enterprise landscape is beneficial.
