Job description

The Deputy Director (Project Management) oversees and leads the successful delivery of PA development projects from inception through completion. This role is responsible for coordinating and directing all project management activities, ensuring projects meet timelines, budgets, and quality standards. The Deputy Director will collaborate closely with internal colleagues, consultants, contractors, and other stakeholders to ensure efficient project execution and support the Director (Building) in strategic planning, process improvement, and the development of staff within the Project Management Section.

Project Management

  • Lead multiple development projects simultaneously, ensuring each project adheres to timeline, budget and standards.
  • Conduct regular site visits and inspections to ensure compliance with contract specifications, safety standards and regulatory requirements.
  • Oversee project progress and strategic issue resolutions, identify potential issues and proactively resolve any challenges or delays.
  • Analyse project performance metrics and provide prompt and regular updates to Director, Senior Management and Stakeholders on key indicators (such as timeline, budget and quality).

Team Management

  • Provide leadership, supervise and mentor a team of project management officers, providing strategic direction to ensure professional development and fostering a collaborative and high-performance work environment.
  • Establish and maintain a working environment conducive to positive morale, individual style, quality, creativity and teamwork.
  • Lead project teams (including Consultancy Teams) to develop project plans, schedules, and budgets, and monitor their progress throughout the project lifecycle.
  • Oversee coordination with architects, engineers, contractors and sub-contractors to resolve any issues or conflicts that may arise during the construction and post-construction stages.

Account Management

  • Lead financial planning by overseeing projects forecasting requirements, annual budgeting, expenditure for projects in construction/upgrading, scheduling expenditures, analysing variances, initiating corrective actions and timely closure of project accounts.
  • Ensure prompt update of fixed assets capitalisation (DPIP), compliance to Government and internal procurement & financial procedures.

Innovation and Process Improvement

  • Lead initiatives for process improvements and innovation in project management practices to enhance efficiency and productivity.
  • Drive adoption of industry best practices and emerging technologies related to construction project management.
