Job description

JOB RESPONSIBILITIES

The appointed Deputy Director will oversee a group of accountants to establish and maintain the control and governance framework over all financial reporting cycles of A*STAR Research Entities (ARES) in adherence to regulatory and statutory requirements. He / she will also be responsible to continually improve existing work processes and enhance service delivery to the Research Entities.

General

  • Provide advice and ensure internal controls and financial procedures and records are in compliance with A*STAR Financial Policy and Procedures (FPP), regulatory accounting and taxation standards.
  • Provide financial analysis, insights, and information to Research Entities, senior management to support decision making.

Financial and Statutory Reporting

  • Monitor and effectively implement changes to accounting standards, tax regulations and other statutory reporting requirement relevant to ARES’ operating context.
  • Oversee and responsible for complete, accurate, consolidation and timely closing of accounts for all ARES entities, and the preparation of monthly accounting schedules.
  • Work with the various Finance teams and other stakeholders to prepare financial reporting, tax computation, GST filing, statutory reporting as well as any ad-hoc reporting/ surveys where needed.
  • Perform monthly review of the financial numbers and ensure the accuracy and integrity of data used in all financial reporting.

Management of Operation and Control risks

  • Identify and manage the operation risks and controls relevant to financial reporting.
  • Ensure controls are sufficiently well designed and operating efficiently and the relevant risks and controls are to be escalated as appropriate.

Coordination of Statutory Audit

  • Oversee the interim/ year end audit and supervise the team in the preparation of the statutory accounts and the relevant audit schedules.
  • Liaise with the external auditors and work with other Finance teams and ARES entities to respond to audit queries and furnish supporting documentation.
  • Contribute to the production of ARES Audit committee and Board materials to report on the financials of the Group and its subsidiaries.

Cashflow Monitoring and Treasury Management

  • Work closely with the other finance teams to monitor and manage ARES cashflow.
  • Oversee the treasury team to ensure the bank mandates are updated and adhered to and the setting up of new banking facilitates etc.

Others

  • Guide and develop staff to reach their potential.
  • Participate in ad-hoc projects as and when assigned.

JOB REQUIREMENTS

  • Possess a qualification in Accountancy or Professional Accounting Qualifications
  • Possesses at least 10 years of relevant experience
  • Strong analytical, communication and interpersonal skills
  • High learning agility and adaptability
  • Able to multi-task and deliver results under tight timeline
  • Knowledge of SAP system will be advantageous
