Job description

JOB RESPONSIBILITIES

The appointed Deputy Director will oversee a group of finance partners to deliver the following financial services to the A*STAR Research Entities (ARES) within a shared services operating environment. He / she will also be responsible to continually improve existing work processes and enhance service delivery to the Research Entities.

General

  • Responsible for engaging stakeholders in the Research Entities and serve as the one-stop portal for all Finance related matters.
  • Provide advice and ensure internal controls and financial procedures are in compliance with A*STAR Financial Policy and Procedures (FPP) and regulatory accounting standards.
  • Provide financial analysis, insights, and information to Research Entities, senior management to support decision making.

Budgeting

  • Coordinate and partner with the Research Entities to complete the annual and mid-year budgeting exercises.
  • Liaise with key management of the Research Entity on project budgets and budget tracking.
  • Review and provide financial assessment on the reasonableness of project budgets requests.
  • Work with Research Entities to continually improve budgeting and financial projections.

Fund Management

  • Review the creation of fund structure of all grants under the Research Entities and monitor all funds received and liquidity status to support operations.
  • Coordinate with the Research Entities to ensure the timely submission of quarterly fund requests for all funds to grantors.

Financial and Management Reporting

  • Work with Research Institutes and Councils to prepare the Audit Committee (AC) materials and present the financial performance of the Research Entities to the AC on a half yearly basis.
  • Review and analyze monthly management reports of Research Entities, and present financial performance / highlights at monthly management meetings.
  • Work with other Finance teams for closing of year-end accounts and statutory audit matters.

Others

  • Provide financial support to projects such as reviewing the financial positions of tenderers and continually improving on financial processes etc.
  • Ad hoc tasks as assigned.

JOB REQUIREMENTS

  • Possesses at least 10 years of relevant experience, preferably in Financial Planning and Analysis (FP&A)
  • Strong analytical, communication and interpersonal skills
  • High learning agility and adaptability
  • Able to multi-task and deliver results under tight timeline
  • Knowledge of SAP system and having a Chartered Accountant qualification (or equivalent) will be advantageous
