Job description:

Deputy Director, Group Finance (Funding and Payment)

NHG is seeking an experienced Finance Deputy Director to develop and implement funds allocation principles and payment models for healthcare providers. The Finance Deputy Director will assist the Director, Group Finance in effectively managing the key financial aspects centred around funding and payment models for healthcare providers to ensure alignment of goals and objectives between payer and providers and overall financial sustainability.

Job Purpose

To assist the Director, Group Finance in the following:

  1. Develop and implement value-based funding models to support population health financing and care transformation
  1. Develop funding and funds allocation principles and related policies to drive right behaviors and outcomes and ensure alignment of goals and objectives between payer and providers.
  1. Design incentives and pay-for-performance payments to expedite the achievement of targeted population health goals.
  1. Oversee the implementation of value-based payment models, including guiding the Payment Team on disbursement matters relating to new payment models and monitoring of indicators and computation of incentive payment for providers.
  1. Any other work as required in relation to provider payment and population health funding matters under Group Finance.

JOB REQUIREMENTS

Education/Training/Experience

  1. A recognized degree, preferably in Finance, Business or equivalent. Additional qualifications in Public Health would be an advantage.
  2. At least 8 years of relevant working experience in healthcare, with knowledge in population health, health finance and health economics preferred.
  3. Good experience in policy drafting, conducting literature reviews and analyzing health service research publications.
  4. High proficiency in Microsoft Powerpoint, Excel and Word.

  1. Possess an analytical and inquisitive mind, and the ability to identify / discern complex trends and patterns.
  2. Able to organize, analyse and distill relevant insights from large amounts of information.
  3. Highly motivated, able to work independently and a good team player to motivate and energize team members.
  4. Excellent writing skills with ability to produce clear, well-structured proses with smooth logical flow that can be readily published/ submitted without further non-substantive language editing.
  5. Good interpersonal and communication skills.
