Job description

In order to deepen international capacity cooperation, based on the national Belt and Road strategic development, and promote Chinese enterprises to go overseas, Nanshan Group Singapore Company is preparing to start planning the Indonesian Poto Island Chemical Industry Park project. This project is located in the Galang batang Special Economic Zone in the Riau Islands Province of Indonesia. It has a unique geographical location advantage and preferential policies of the special economic zone. The relevant supporting industries are complete. It is expected that the first phase of the project will build multiple refining units with a crude oil processing capacity of 5 million tons, and a million-ton ethane cracking ethylene and downstream chemical units. At the same time, 6 million tons of coal chemical and related chlor-alkali industries are planned. In the long term, the park will be expanded to an integrated petrochemical base with a refining capacity of 21 million tons, becoming the largest high-end petrochemical industry base in Indonesia and Southeast Asia.

Position Overview:

We are seeking an accomplished and visionary leader to serve as the CEO of our Refining/Chemical Division. This executive position is responsible for overseeing the strategic direction, operational execution, and growth of our refining and chemical business. The ideal candidate will have a proven track record in the petrochemical industry, with extensive senior management experience in large-scale refining and chemical integration projects. This individual must possess exceptional leadership abilities and an in-depth understanding of the petrochemical value chain.

Key Responsibilities:

Strategic Leadership:

  • Develop and execute the long-term vision, strategy, and operational goals for the Refining/Chemical Division in alignment with the company's overall objectives.
  • Lead the company’s expansion and market penetration efforts, ensuring sustainable growth within the global petrochemical market.
  • Drive the continuous improvement of operational efficiency, safety standards, and profitability.

Project Leadership:

  • Oversee large-scale refining and chemical integration projects (over 5 million tons/year), ensuring successful planning, construction, and operation.
  • Provide strategic oversight and hands-on leadership in refining and chemical projects, particularly those involving multi-million-ton refining and chemical integration facilities (including those up to 10 million tons).
  • Ensure timely and cost-effective delivery of projects, meeting or exceeding performance and quality standards.

Business Development & Negotiation:

  • Spearhead negotiations for major international projects, forging key partnerships and collaborations across the global petrochemical sector.
  • Develop business strategies for new ventures and markets, strengthening the company’s competitive position.
  • Manage relationships with key stakeholders, including government bodies, joint venture partners, and international clients.

Team Leadership & Management:

  • Build and lead a high-performing executive team, fostering a culture of collaboration, accountability, and excellence.
  • Drive leadership development and succession planning within the Refining/Chemical Division.
  • Ensure that key team members have the necessary resources, training, and support to execute their responsibilities effectively.

Financial & Operational Oversight:

  • Oversee budgeting, financial planning, and cost control for the division, ensuring financial goals are met.
  • Establish and monitor key performance indicators (KPIs) to track project performance and division-wide success.
  • Ensure operational compliance with industry regulations, environmental standards, and safety protocols.

Job Requirements:

  • Master’s degree or above in Petrochemical Engineering, Chemical Engineering, Business Management, or related fields.
  • Minimum of 20 years of experience in the petrochemical industry, with at least 10 years of senior management experience in large-scale refining and chemical integration projects (more than 5 million tons/year).
  • Proven leadership in the planning, construction, or operation of multi-million-ton refining and chemical projects (10 million tons/year or more).
  • Demonstrated experience in overseeing projects across the entire petrochemical industry chain, from upstream to downstream operations.
  • Fluent in English and Chinese, with excellent written and verbal communication skills to liaise with Chinese speaking stakeholders.
  • Strong international project negotiation experience, including complex and high-value agreements.
  • In-depth understanding of petrochemical operations, market dynamics, and regulatory frameworks.
  • Exceptional strategic thinking, problem-solving, and decision-making abilities.
  • Ability to manage large cross-functional teams and lead through change.
