Assistant Manager / Senior Executive, Crisis Planning and Operational Resilience

The incumbent will play an integral role in designing hospital infrastructure for various types of crises (e.g. Civil Emergency, disease outbreak, mass casualty incidents) and management of the Business Continuity Plan (BCP) for the hospital. In addition, the candidate will develop strategies and formulate policies and training programs to support the hospital's emergency preparedness across all departments within the institution. Training and mentorship on crisis planning will be provided to the successful candidate.

Responsibilities

  • Work with stakeholders and contractors to ensure necessary infrastructure provision and installations are made to support various emergency scenarios.
  • Implement and maintain a global centralized information repository on emergency response infrastructure, operation manuals, and response plans.
  • Plan, review, and coordinate emergency responses and crisis management activities to ensure operational response readiness for civil emergencies, disease outbreaks/pandemics, terror-related incidents, and other emergencies.
  • Collaborate with various internal and external stakeholders to develop and establish business continuity plans and emergency response plans.
  • Scan horizon for new structures, techniques, and technology to mitigate against and prepare for identified hazards.
  • Work with internal and external stakeholders in the development and maintenance of risk management plans, business continuity plans, and emergency response plans.
  • Establish Emergency Management awareness and training programs that comprise engagement, training, and exercises, so that all clinical and non-clinical departments and their staff know and buy into their roles.
  • Work closely as part of the command, control, & communications, surge capacity and bed management, security, safety, information technology, and fire teams, and subsequently form an ideal organization structure incorporating emergency preparedness.
  • Support planning and procurement of EP equipment, including development of maintenance regimes and ensuring the readiness state.
  • Plan, implement, and coordinate the setup of hospital capacity and crisis operation and related developments during peacetime and crisis management.
  • Act as the main point of contact for all Emergency Planning (EP) related matters for internal stakeholders and external agencies (i.e. Ministry of Health’s Crisis Strategy and Operations Group).
  • Support the Responsible Person in planning for the Hospital Protected Vital Facility and related responsibilities during National Emergencies.
  • Provide secretariat support for Emergency Planning-related meetings and track matters arising, project timelines, and updates.
  • Any other duties/projects which may be assigned from time to time by Reporting Officer.

Qualifications

  • At least a Bachelor in any discipline with 1-2 years of working experience; fresh graduates are welcome to apply.
  • A natural curiosity and eagerness to ask questions, explore new ideas, and seek out innovative solutions.
  • Good command of the English language (spoken and written).
  • Ability to take and record accurate notes/minutes in complex meetings.
  • Ability to work independently and in a team and across teams with minimal supervision.
  • Attention to detail, ability to prioritize workload, be well organized, and multi-task in a smart and timely fashion.
  • Able to work in a fast-paced and dynamic work environment; quick thinker and an effective problem solver.
  • Maintain 100% confidentiality; tactful, diplomatic, resourceful, and exercises independent judgment and discretion.
  • Proactive attitude and determination to ensure required outcomes are achieved with a sense of accountability.

This position is a 1-year contract, convertible to permanent placement.
