Job description

The Assistant Head of Department (AHoD) is responsible for overseeing and providing efficient administrative functions and operational support to the Transportation and Response Unit under the Singapore Red Cross. This role primarily focuses on developing strategies to enhance and expand the programmes in order to deepen our engagement in Singapore. These include the establishment of community partnerships as well as staff and volunteers development and empowerment.

ABOUT THE PROGRAMMES

COMMUNITY FIRST AID (CFA)

Through the CFA programme, we train and mobilize first aid trained volunteers to support community and national events such as National Day Parade, Chingay Parade, and Istana Open House to community sports events and family day carnivals. We also provide training as part of our mission to protect lives and respond to emergencies.

MEDICAL CHAPERONE & TRANSPORTATION (MCT)

Medical Transportation & Chaperone service helps the elderly and disabled from low-income homes get to and from their healthcare service facilities, such as medical treatments, rehabilitation, and day activity centres, through our fleet of 11 vehicles.

PRINCIPAL ACCOUNTABILITIES

Programme Development, Innovation and Implementation

  • Ideate, develop, and test new programme elements in consultation with Management to engage the target groups to meet their needs.
  • Spearhead landscape analysis to identify unique value propositions of both programmes offering.
  • Conduct data gathering to assess needs of our target groups.
  • Regularly recommend expansion and enhancement strategies to increase outreach within the community.
  • Ensure timely update of reports for various stakeholders when required.
  • Responsible for day-to-day operations and ensures smooth execution of the programmes.
  • Coordinate, execute and enhance the programme elements to increase brand awareness.
  • Position the programmes to strategically further the objective and cause of both programmes.
  • Provide support and guidance in volunteer recruitment and engagement activities, fostering a positive and collaborative relationship with volunteers to enhance program effectiveness.

Administration Support

  • Address general program inquiries promptly.
  • Accurately and promptly update clients' biographical data.

Stakeholders Management

  • Oversee and provide guidance to the CFA and MCT Operations Teams.
  • Liaise and build professional relationships with clients, caregivers, and other stakeholders.
  • Work closely with internal and external stakeholders to advocate the programmes and ensure programme continuity.
  • Attend meetings and maintain good relationships with corporate and community partners.
  • Manage communications with senior beneficiaries and their next-of-kin, if any, confidently and professionally.

Other Duties

  • Undertake or participate in department and society events or activities, contributing to the overall cohesion and success of collective initiatives.
  • Any other duties assigned by the Management.

JOB SPECIFICATION

Qualifications

  • Possess minimally a Diploma from a recognised institution.
  • Minimum 5 years of relevant social service sector experience.
  • Prior leadership management experience.

Skills and Knowledge

  • Good communication skills both spoken and written in English.
  • Good interpersonal skills, with the ability to relate well to people of all levels.
  • Independent as well as a good team player.
  • Computer literate.
  • Ability to speak a few languages or dialects would be an added advantage.
  • Meticulous mindset.
  • Resourceful and innovative.
  • Good planning and organisational skills.
  • High initiative.
  • Good knowledge and understanding of local and international community health programmes and services.
  • Demonstrate the knowledge and skills in the eldercare sector.
