Job description

The Assistant Director (Projects & Operations) will assist the Deputy Director (Projects & Operations) and Director (ACD) in planning and managing the entire work involved for any Special Projects that fall under the purview of the Arts and Culture Division. He/She will need to work closely with the different units within ACD such as the Chingay Creative, Production, Marcoms, and with internal PA Divisions and Ministries, Government Agencies, external organisations, and stakeholders including the private, people, and public sectors to deliver a successful implementation of the various special projects to be undertaken.


He/She will need to support the Chingay Creative, Production, and Operations team to organise the annual Chingay Parade as a key national level project of PA in bringing people together through building and bridging communities, promoting racial harmony and appreciation of our diverse cultures.


He/She also supervises and leads staff to effectively organise other national and People’s Association (PA) events and projects. For example, the PA NDP Performing Contingent.


Responsibilities:

  1. Network, liaise and work closely with internal and external stakeholders including government agencies, participating organisations, and PA Divisions/Grassroots Organisations pertaining to the Special Projects and Chingay/Chingay related activities.
  2. Lead and supervise staff to ensure that ACD special projects handled are well organised, ensuring that quality control is maintained at all times for events organised by ACD so as to project a professional image.
  3. Supervise and develop staff for continuous improvement and to help staff understand PA’s initiatives and perform their assigned duties.
  4. Co-organise engagement sessions with the community to gather information and garner support for the special projects including planning, coordinating and organising focus group discussions, brainstorming sessions involving community groups, stakeholders and partners.
  5. Co-draft the nomination dossier for the special projects by providing information/content and provide guidance on proposed narratives, and garner evidence of consent from the community.
  6. Research, collate and organise materials/data pertaining to Chingay/Chingay related activities. To do stock-take for existing safeguarding measures and co-create/implement future safeguarding measures for the Special Projects.
  7. Work with government agencies such as National Heritage Board (NHB) to organise milestone media events such as announcement of nomination, submission of the nomination dossier, and results of the inscription for the Special Projects.
  8. Assist with production of video contents including sourcing and collation of materials, pre-recording of performances and other preparation support.
  9. Plan and lead the wider public engagement (physical and digital) campaign for the Special Projects which includes organizing and coordinating of ad-hoc Chingay projects that enable participation by the community and provide support for logistic, operation and administrative matters.
  10. Provide secretariat support for the PA Chingay Workgroup to work closely with the community stakeholders for the Special Projects.
  11. Lead and address sustainable development in implementing safeguarding measures together with the community for the Special Projects.
  12. Attend all meetings, conferences, and workshops pertaining to the special projects and be the main point of contact from the organisation (i.e. PA) and perform administrative duties including note taking, procurement, budget and preparation of financial reports.
  13. Prepare powerpoint slides, project papers and presentation at key engagement platforms.
  14. Serve as a production manager to Chingay performing groups, coordinating the groups’ participation in the Chingay Parade and its rehearsals as well as related fringe events by providing administrative and technical support with regards to choreography, training, costumes, floats, props, sound and lighting etc, to ensure their items meet the acceptable standard of the parade.
  15. Lead the team in the recruitment, management and presentation of PA NDP performing contingent to showcase the harmonious and multi-culturalism of Singapore.
  16. Ensure that the team works within the budget that is allocated.
